The Work You Will Do:

Section Manager / Office of Information Technology

 

This position is responsible for supervising a team of project and program managers, overseeing cross-functional IT initiatives such as infrastructure modernization, application development, hardware lifecycle management, and enterprise technology deployments. The role involves ensuring projects are completed on schedule, within budget, and maintaining approved scope while adhering to departmental and state standards. Additionally, the position requires exceptional program and project management expertise, strategic oversight, resource optimization, risk management, and quality assurance. The incumbent will coordinate with program staff, stakeholders, and management to ensure accurate information dissemination and efficient resource utilization, while driving process improvements and promoting a customer-focused approach to program and project management.

Your Specific Responsibilities:

Supervises employees spending the majority of their time supervising, communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Supervises a team of project and program managers delivering cross-functional IT initiatives including infrastructure modernization, application development, hardware lifecycle management, and enterprise technology deployments. Ensures projects are completed on schedule, within budget, and maintain approved scope while adhering to all departmental and state standards. Cultivates a high-performance team culture through inspirational leadership, mentoring, and coaching. Plans and directs staff work with emphasis on professional development, with authority to hire, promote, discipline, and evaluate subordinate employees

Demonstrates exceptional program and project management expertise through strategic oversight, resource optimization, risk management, and quality assurance. Applies advanced methodologies to align deliverables with organizational objectives and support the agency's strategic vision. Develops and implements comprehensive resource allocation strategies to optimize personnel, technology, and financial resources across IT programs, enhancing operational efficiency and reducing implementation timelines. Maintains constant focus on delivering superior customer service while ensuring compliance with organizational goals

Coordinates effectively with program staff, stakeholders, and management to ensure accurate information dissemination and efficient resource utilization. Provides regular status updates to OIT Leadership and participates in strategic planning activities. Drives process improvements, procedure reviews, and standards development to enhance customer service and departmental effectiveness. Instills a customer-focused approach to program and project management while promoting innovation, collaboration, and continuous improvement across all initiatives

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of Information Technology (IT) procedures, concepts and techniques; ability to lead, manage, supervise, motivate and work with diverse groups of people; ability to plan, organize, coordinate, prioritize, assign and oversee work assignments for project team members; knowledge of general personnel and hiring procedures; ability to lead and manage application development or maintenance release projects; ability to  develop project schedules and accurate time estimates for timely completion of project deliverables; ability to relate to customers’ needs and perform duties in a service oriented manner; ability to work effectively with users to identify and document requirements for the maintenance or development of computer systems; ability to interpret and communicate technical information relating to computer programming and data processing, both verbally and in writing; ability to develop and manage information systems documentation in accordance with the department's application development standards; ability to give and receive constructive criticism. Knowledge of state of Florida procurement methods, rules, and practices.

This position may be entrusted with access to confidential or sensitive data, with specific authorization from OIT Leadership. This position is authorized to perform duties related to the production environment which requires a high level of trusted security.
