Senior Accounting Systems Analyst, General Accounting Office, Office of Comptroller, Assistant Secretary for Finance and Administration  

 

This position will analyze federal projects for final close-out, communicate issues to applicable personnel, and ensure that projects are timely closed.

Your Specific Responsibilities:

Conduct financial analyses for Department federal projects and monitor the supporting processes to close the projects with the Federal Highway Administration (FHWA) and supporting computer systems. Review all funding sources and verify the system interfaces for final billing adjustments are accurate in order to close the Federal Projects in the Federal Program Management (FPM) Subsystem and FHWA’s Fiscal Management Information System (FMIS). Reconcile the participating and nonparticipating costs for expenditures, retainage and revenue between the Project Cost Management Subsystem (PCM) and FPM by federal funding source. This effort includes, but is not limited to, coordinating federal authorization approvals with Department personnel, providing guidance to address system questions, and outstanding issues and assisting users with the overall operations of the Department’s financial systems and supporting accounting codes and code structures.

Consult with the Office of Comptroller (OOC) management on the Department’s cost accounting system service requests to identify needed resources and potential approaches to problem solutions. Recommend priorities for system development and coordinate the requests through completion, including testing of additions and changes prior to the implementation in a production environment.

Prepare system plans, formal recommendations and accounting system functional specifications for the Department’s cost accounting function. Analyze Department cost accounting requirements and coordinate with programmers, analysts and other information technology personnel on procedures related to new or existing data files and structures. Provide OOC management detailed analysis of impact to the Department’s cost accounting function and related computer systems from additions and changes to all systems integrated with the Department’s Financial Management System.

Track FIRE report projects on a weekly, monthly and quarterly basis. Ensure that the FIRE Projects are prioritized for assignment and audit, with their progress accurately documented in the correct Quarterly Reporting cycle by their respective Tier. Requests, coordinates, and reviews the FIRE Report project comments within the PCM team, inputs comments and the responds to additional follow up questions from FHWA for each quarterly reporting cycle.

Routinely analyze the functionality of the Final Voucher System for efficiency and accuracy. Provide analysis for process improvements and coordinate issues and subsystem enhancements with the various sections within the Office of Comptroller.

Undertake special studies and analyses for the Department’s cost accounting and federal project closing functions. Assist in developing policies, procedures, practices and methods for utilizing the Office of Comptroller accounting subsystems.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Generally accepted accounting principles, practices and procedures
  • Accounting systems analysis or design
  • Internal control concepts
  • Analysis techniques
  • Microsoft Office: Word, Excel, PowerPoint and other PC based software
  • Process analysis concepts and flow charting techniques.

 

Ability to:

  • Examine and audit financial records
  • Identify and define user task needs and/or conduct short and long range project planning studies
  • Prepare functional program specifications for technical accounting applications
  • Analyze/interpret computer related accounting data and resolve system production problems
  • Plan, organize and coordinate work assignments
  • Review, analyze and evaluate financial and operational data
  • Communicate technical accounting information effectively to technical data processing personnel
  • Work independently
  • Establish and maintain effective working relationships

 

Minimum Qualifications:

  • Four years of work-related experience in a business-related field or a college degree in a business-related field can be substituted on a year-for-year basis for the required experience.
