Duties and Responsibilities
This Senior Assistant General Counsel position reports directly to the Chief Counsel for Administrative Services within the Office of General Counsel. The position is responsible for drafting and analyzing legislative bills and amendments; coordinating legislative bill reviews for the Department; and oversight of the implementation of new legislation. Further, this position will have primary responsibility for supervising Department-wide administrative rulemaking. In addition, this position may handle other work which includes reviewing and drafting contracts and leases; reviewing and drafting Department-wide policies and procedures; and providing legal advice regarding public records. This position will represent the Department in administrative, legislative and civil venues, and will be responsible for preparing pleadings, briefs and research projects as needed.

 

Knowledge, Skills, and Abilities

  • Knowledge of the Legislative process, including review of proposed legislation.
  • Proficiency in civil, appellate and administrative litigation.
  • Excellent writing and communication skills.
  • Knowledge of Florida Statutes, Florida Administrative Code, and Federal laws, rules, and regulations.
  • Knowledge of the rule making process.
  • Knowledge of contracts and public procurement law.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.

Preferred Qualifications

  • At least five (5) years of civil or administrative law experience.
  • At least three (3) years of experience in legislative bill drafting and bill analysis with a State of Florida agency.
  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

  • The position requires the incumbent to have and maintain a valid driver’s license in good standing. A driver’s license history review will be conducted on all candidates in consideration for the position.
  • The selected applicant must be a member of The Florida Bar in good standing.
  • Travel, to include overnight travel, may be required.

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
