The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. DMS Office of General Counsel (OGC) is seeking a senior attorney to provide advice, counsel, and legal representation to the agency. More specifically, this position will coordinate bill analyses for the Office of the General Counsel, coordinate and facilitate public records production to ensure compliance with Florida’s Public Records Law, provide legal analysis and interpretation of public records provisions, and conduct public records training. This position will also perform other tasks as assigned by the General Counsel, Deputy General Counsels, and/or Executive Level Management.

Position responsibilities:

Specific responsibilities of the Senior Attorney include, but are not limited to:

  • Providing competent and strategic legal advice and counsel to DMS.
  • Developing an expertise in the assigned subject matter, with a specific emphasis on compliance with Florida’s Public Records Law.  
  • Providing polished, timely work product that reflects a thorough understanding of applicable law and an accurate knowledge of the facts.
  • Providing training to DMS employees in the areas of Public Records Law.
  • Providing and assisting others who provide legal representation for the agency in administrative, judicial, and appellate proceedings.
  • Successfully managing assigned caseload and assisting with OGC’s overall responsibilities and priorities.
  • Articulating and appropriately summarizing complex legal issues to others with varying backgrounds.
  • Successfully collaborating with other attorneys, support staff, senior leadership, and division employees.
  • Providing excellent customer service to internal and external stakeholders.
  • Conduct special projects as assigned.

Knowledge, Skills and Abilities:

  • Admission to the Florida Bar is required.
  • At least two years’ experience as a licensed attorney.
  • Litigation experience is highly desired.
  • Experience with Florida Public Records Law.
  • Ability to effectively communicate with others and work cooperatively as a team.
  • Experience in bill analyses is highly desired.
  • Experience in conducting training sessions is preferred.
  • Demonstrate superior verbal and written communication skills.
  • Proficiency in office information technology.

Minimum Qualifications:

  • Juris Doctor from an accredited law school at the time of graduation
  • Admission to the Florida Bar
  • A minimum of two years as a licensed attorney.
