WORKING TITLE: SENIOR ATTORNEY
This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office within the Office of the General Counsel.
The mission of the Office of the General Counsel within the Florida Department of Corrections is to provide high-quality legal services and support to the Department. This includes offering legal advice, representing the Department in legal matters, ensuring compliance with laws and regulations, and supporting the Department's mission to ensure public safety and facilitate the successful reentry of inmates into society.
This position is not a telework position and is required to report to the FDC office in Tallahassee, Florida.
JOB DUTIES:
- This advertisement seeks an individual to work in the unit that advises clients on contract and procurement matters with a focus on education programs and services.
- This role provides a range of legal recommendations for educational programs designed for inmates, including inmates who qualify for services under the Individuals with Disabilities Education Act (IDEA).
- Employees in this unit experience success through engaging in a collaborative approach to issue-spotting and problem-solving. Maintaining an awareness of state priorities and current events is key to issue spotting.
- When it comes to state procurement, this unit is involved in every aspect, beginning with reviewing draft procurement packages and continuing client support through contract monitoring after a contract is fully executed.
- Candidates can also anticipate researching and advising on questions about public meeting requirements, public records requirements and bid protests.
- Binding agreements cover a broad range of topics and provide opportunities to grow in a variety of legal areas, such as: bankruptcy, foreclosures, environmental issues, land and commercial leases, utilities, construction, and garnishments.
- Opportunities to represent the Department of Corrections before federal and state courts and administrative bodies may exist from time to time.
- Reviewing agency procedures is a shared responsibility among all attorneys.
- The successful applicant will be expected to perform other tasks as assigned.

KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of contracts and state procurement law;
- Knowledge of chapter 120, F.S., and administrative law;
- Knowledge of open government and public records laws;
- Knowledge of the principles and practices of jurisprudence;
- Knowledge of Florida laws and legal procedure;
- Knowledge of civil law and rules of procedure;
- Knowledge of Chapters 941-949, and 957, Florida Statutes;
- Ability to recognize and anticipate problems and risks, gather information and proactively make recommendations, facilitate problem solving, and escalate issues when appropriate.

REQUIREMENTS:

- Must be a member of the Florida Bar in good standing with at least two years of prior experience as an attorney.

BACKGROUND SCREENING REQUIREMENT
