The Work You Will Do:

Senior Budget Analyst/Office of Work Program and Budget/Budget Office

 

The Senior Budget Analyst supports the Florida Department of Transportation by coordinating key components of the agency’s annual Legislative Budget Request and Fixed Capital Outlay submissions. This role ensures budget accuracy, compliance, and alignment with state priorities while providing financial analysis, legislative impact reviews, and technical guidance. The position directly contributes to effective budget planning and strategic resource allocation across the Department.

Your Specific Responsibilities:

Coordinates the completion of segments of the Department's annual Legislative Budget Request. This includes the following: Proposes guidelines for the annual budget submission for management consideration, interprets instructions from the Governor's Office of Policy and Budget and incorporates into Department budget instructions, explains/defends proposed issues during management reviews, and the operating budget request for assigned areas, monitors budget preparation for technical accuracy and compliance with budget instructions, coordination of manual exhibits for legislative budget request. Serves as a technical liaison with Office of Policy and Budget on the statewide automated budgeting system Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS).

 

Provides analyses of and coordinates the preparation of budget amendments including the Roll-Forward and Realignment budget amendment requests in coordination with the Office of Work Program. Coordination, tracking, and completion of all Department work program budget amendments submitted to the Executive Office of the Governor. Serves as principal liaison with the Office of Work Program and the Comptroller's Office on all budget matters affecting the Work Program, Trust Fund, and debt reporting.

 

Tracking and analysis of proposed legislation for potential impacts to the Florida Department of Transportation. Collaborates with internal subject matter experts to ensure accurate interpretation of complex legislative proposals. Coordination of detailed bill summaries and fiscal impact analysis.

 

Leads the creation, maintenance, and accuracy of a Master Allocation Table (MAT) dataset for all budget units within the Department.

 

Prepares recurring salary rate analyses used by the department. Directs and manages the rate evaluation process. Provides data analysis on rate scenarios for management upon request.

 

Works in close coordination with staff offices to recommend strategies to resolve budget issues. Evaluates proposed budget adjustments (budget amendments, 5% transfers, allotment transfers) to ensure compliance with established policy. Performs recurring budget data analyses to help ensure that the Department's budget authority is accurately requested, allocated, and consumed.

 

Provides oversight for the accurate and timely development and processing of allotment transfer requests, including the posting of transfers within the Florida Accounting Information Resource Subsystem (FLAIR).

 

Tracking and analysis of proposed legislation for potential impacts to the Florida Department of Transportation. Collaborates with internal subject matter experts to ensure accurate interpretation of complex legislative proposals. Coordination of detailed bill summaries and fiscal impact analysis.

 

Provides technical assistance to Department management relating to budget. Responds to requests for information on the Department's budget request or appropriations. Performs recurring budget data analyses to help ensure that the Department's budget authority is accurately requested, allocated, and consumed.

 

Performs special projects to ensure the Budget Office operates in a consistent, predictable, repeatable, efficient, and innovative manner.

 

Serves as a Lead Analyst in the Budget Office. Assisting in the cross-training and development of other budget staff. Representing the Budget Office with budgetary expertise and professionalism, as needed.
