GENERAL POSITION DESCRIPTION:

This position involves translating complex business requirements into technological solutions, ensuring alignment between IT capabilities and business goals. As a key liaison, you will work closely with IT staff and business relationship managers to facilitate effective communication and project alignment. Your expertise will also extend to leading the modernization of ETL processes, maintaining the data warehouse, and developing standards and governance for data management. By helping to mentor data team members, you will foster a culture of advanced analytics and data-driven decision-making, enhancing the agency’s capability to deliver on its mission through insightful data interpretation and application.

 

ESSENTIAL DUTIES:

Each employee is expected to be knowledgeable of the Lottery's Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.

  • Provides consultation and technical assistance to development team and functional users.
    • ensuring that both parties are aligned in their understanding and execution of project objectives.
  • Analyzes business needs to develop specific requirements for data collection and storage.
  • Analyzes data to identify trends, patterns, and correlations that can impact business decisions.
  • Creates comprehensive reports and visual presentations to help stakeholders understand the data.
  • Develops and implements policies and procedures related to data governance, standards, and best practices.
  • Develops detailed database design documents to document data structures and relationships.
  • Develops and implements processes to correct discrepancies and ensure data quality.
  • Researches and recommends appropriate technical solutions to meet functional requirements.
  • Research new data management models and techniques.
  • Researches and evaluates sources of information to determine limitations in reliability or usability.
  • Determines data requirements and communicates with Database Administrators.
  • Audits databases regularly to maintain adherence to guidelines.
  • Compares and analyzes statistical information to identify patterns, relationships, and problems.
  • Participates in efforts to modernize and optimize ETL processes, ensuring efficient data extraction, transformation, and loading activities.
  • Works with Data Engineer to oversee the ongoing maintenance of the data warehouse, implementing improvements to enhance functionality and performance.
  • Provide necessary assistance to the Computer Systems Operations Manager, the Orlando Data Center Shift Supervisor, and the COOP Coordinator in the development, implementation, maintenance, and testing of the Lottery’ Information Technology Disaster Recovery Plan (ITDRP) and Continuity of Operations Plan (COOP).
  • Performs other duties as assigned.

 KNOWLEDGE, SKILLS AND ABILITIES:

  • Five (5) years of experience as a Data Base Analyst or similar role.
  • Proficient in using SQL for database queries and familiar with Oracle SQL Developer as an integrated development environment.
  • Proficient in engaging with stakeholders to understand their requirements and translate these needs into system specifications and solutions.
  • Proficient in managing ETL processes, including extracting, transforming, and loading data to facilitate streamlined data integration and warehousing.
  • Skilled in creating complex SQL queries and troubleshooting or optimizing existing queries for performance.
  • Skilled in data mining, data analysis and evaluation, mathematical and statistical skills to gather, measure, organize, and analyze data.
  • Skilled in business analytics/visualization tools such as Power BI, Tableau, etc.
  • Knowledge of relational database concepts and techniques (specifically Oracle 19c or greater) and PL/SQL
  • Solid foundation in mathematics and a thorough understanding of accounting principles, aiding in precise financial data analysis, and reporting.
  • Well-versed in employing data mining techniques to discover patterns and relationships in large datasets, enhancing business intelligence efforts.
  • Experience working with private and sensitive personal information.
  • Experienced with data cataloging and data standardization.
  • Proficient business analyst skills.
  • Experienced with TOAD for Oracle
  • Exceptional logical thinking and problem-solving skills, enabling effective resolution of complex data-related challenges.
  • Ability to compile and organize statistical information retrieved and present findings.
  • Basic understanding of machine learning.
