This position is in the Bureau of Medicaid Data Analytics, which is in the Division of Medicaid of the Agency for Health Care Administration.  This is a high level analyst position that applies data, programming, and management skills to complex data analytic tasks.  The incumbent will work directly under the lead of the Data Solutions Unit Administrator and the Senior Management Analyst, and will be responsible for assisting with the coordination, planning and directing of employees' work. The incumbent will identify analytical requirements, design, develop, implement and maintain business solutions.  Other major responsibilities include interpreting results using a variety of techniques, ranging from simple data aggregation via statistical analysis to independent complex data mining; and assimilating and reporting data and research activities in the form of speeches, position papers, publications, and reports. The incumbent will be required to compose technical writing documents. 

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of SQL, developing tables, views, stored procedures, triggers and constraints in a MS SQL Server setting;
  • Knowledge of SQL Server, SQL, DTS, SSIS, reporting solutions, MS Access, and MS Excel;
  • Working knowledge of NCQA, IHA, HEDIS, and local and national standards related to quality performance and measurement;
  • Proficient in SQL, PL SQL, Oracle, VBA, and / or other technical skills related to data extraction, transformation and loading;
  • Possess strong quantitative and qualitative research and analytical skills;
  • Possess strong communication (written and verbal), mathematical, and organizational skills;
  • Possess a general understanding of financial and accounting principles and / or other quantitative skills;
  • Possess strong interpersonal skills;
  • Ability to utilize technology to solve complex problems;
  • Ability to regularly communicate project/work stream status to both internal and external clients;
  • Ability to produce high quality work product under strict deadlines;
  • Ability to effectively execute work plans;
  • Ability to work in a team, as well as independently.

MINIMUM QUALIFICATIONS REQUIREMENTS

  • Possess at least 4 years’ experience in health care economics or analysis, including directly working with large data sets, preferably in a managed care insurance environment; 
  • Possess experience with SQL, SAS, or other statistical analysis software is preferred;
  • Possess demonstrated experience managing multiple projects is preferred; 
  • Possess excellent interpersonal, collaborative, verbal and written communications skills is preferred; and
  • Supervisory experience preferred, but not required. 
  • A bachelor's degree in mathematics, statistics, economics, actuarial science, or computer information systems is preferred and can substitute for one year of the required experience. 
  • Professional or non-professional experience in the field of analytics may substitute on a year for year basis for the preferred education.
