JOB DESCRIPTION:
This position is a professional accounting position in the Bureau of the Comptroller’s Revenue Management Section which involves the independent application of a variety of accounting skills and abilities. Maintains, controls, and performs balancing operations and monthly reconciliations to the State CFO ledgers. The specific responsibilities of this position are described below.
DUTIES & RESPONSIBILITIES:
(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)
Specific responsibilities include:
- Timely reconciliation of the computerized Florida Accounting Information Resource records for the Department of Education to the State CFO ledgers. This includes reconciliation of cash, disbursements, receipts and budget releases. Researches problems and prepares or notifies the appropriate personnel to prepare the necessary correction documents. Also, ensures that necessary corrections are timely entered by appropriate staff.
- Department co-lead for the new state accounting system (PALM) with the Department of Financial Services.
- Reconciles G5 and PMS to FLAIR.
- Preparation of the agency Statewide Financial Statements (CAFR).
- Establishes, maintains, and monitors expansion option and object code requests.
- Post appropriation and release balances, estimated revenues and CF reversions as needed.
- Prepare and submit the Schedule of State Revenue report and Banks Service Contract report to Department of Financial Services (DFS).
- Inter/Intra-agency transfer reconciliation andTR1 reconciliation transfers with vendors.
- Responsible for submission of Component Unit financial statements to DFS.
- Responsible for all aspects of DOE uncollectible accounts with DFS contracted collections agencies.
- Responsible for reporting Fixed Capital Outlay certified forward.
- Review trail balances for correct general ledgers, categories by fund and object codes balances.
- Monitor construction contracts, general fixed capital asset account group (including CWIP) to ensure proper recording of capital assets.
- Textbook Bid Trust Fund – Ensures GR transfers are made, year-end payable are setup, and reconcile to program balances.
- Oversees reconciliation of the Fixed Assets Account to the Department’s Trial Balance.
- Oversees reconciliation of the Treasury Investments to the Department’s Trial Balance.
- Oversees, reviews and/or prepares reconciliations of all accounts assigned to section.
- Oversees and/or prepares interagency transfer confirmations for other agencies.
- Reviews nonoperating budget for assigned categories at least quarterly. Submits analysis of nonoperating budget need to the Comptroller.
- Oversees the completion of the Schedule Is which are part of the Legislative Budget Requests (LBR) and will be used to justify funding for proposed LBR.
- Oversees the completion of trust fund cash analysis that will be used to justify funding for proposed budget amendments.
KNOWLEDGE, SKILLS & ABILITIES
- Necessary skills include analyzing and interpreting financial reports from the Florida Accounting Information Resource (FLAIR) Subsystem, and using this information to reconcile the Department’s accounting records to the records of the Central Accounting Component of the FLAIR Subsystem.
- Knowledge of the principles and practices of planning, administering or evaluating educational programs.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.

LEAVE INFORMATION: SMS/SES
- Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
- Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of initial appointment.
