JOB DESCRIPTION:

This is a highly responsible professional and administrative position for planning, organizing, and directing teacher recruitment and recognition programs and initiatives for the Department of Education. Specific responsibilities and duties for the position include: As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report.  Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Monitor and assist with the implementation of statutory requirements, State Board of Education rules, and grant programs involving district professional learning and performance evaluation systems and issues.
  • Manage, plan and coordinate processes for maintaining alignment between state and district support for personnel evaluation and staff learning with contemporary research frameworks on quality practices.
  • Manage, plan and coordinate the review of Professional Learning Systems and Catalogs with appropriate technical assistance and communication to districts and review teams.
  • Manage, plan and coordinate processes for supporting LEAs in aligning evaluation and professional learning systems with state- adopted academic standards, standards-based instruction, and relevant Department initiatives involving professional learning.
  • Manage and provide final review of performance evaluation systems for district Instructional and administrative personnel
  • Coordinate the development and periodic revision of state models for evaluation of instructional and administrative personnel based on contemporary research and applicable state standards and initiatives.
  • Manage, coordinate and review district Level II School Principal Training Programs to provide quality professional learning,
  • Manage contracts with outside vendors for the design, development and delivery of training materials and programs assigned, and implement responsibilities of program manager for state and federal grants as assigned
  • Manage, plan and coordinate the development and expansion of web-based professional learning tools and resources for instructional personnel, school administrators (WC Golden Professional Development Program for School Leaders) and district staff managing evaluation and professional development systems.
  • Manage, plan and coordinate the development and implementation of programs for supporting new and early career teachers.
  • Supervise Educator Retention Staff in the Bureau.
  • Liaison between BERDR and other Department units, bureaus, and divisions providing professional learning supports to LEAs.
  • Represent the Bureau at district, regional, state, and national sponsored conferences/workshops/meetings with issues related to educator retention, professional learning and performance appraisal.
  • Provide programmatic oversight and supervision for the Teacher Apprenticeship Program, in partnership with the Educator Preparation Unit in the Bureau of Educator Recruitment, Development and Retention.
  • Manage the rule development process for statutes and rules assigned to the Educator Retention and Professional Learning Team, from inception through to State Board of Education adoption.
  • Manage and collaborated with other Department teams on bill analysis as assigned.
  • Perform other duties and responsibilities as assigned by the Bureau Chief.

MINIMUM QUALIFICATIONS

Required Licensure/Registration/Certification/Experience or Education:

  • Six years of professional experience in education.
  • Ability to prepare reports; to develop, evaluate, and interpret programs, policies and procedures.
  • Ability to travel.
  • Ability to communicate effectively including verbal and written communication.

 

PREFERRED QUALIFICATIONS:

Preferences will be given to:

  • Applicants who meet both the professional and education experience.
  • Applicants who have knowledge of local, state, and federal laws related to Educational Recognition and Recruitment.
  • Applicants who have an education legal background.

  • A Master’s degree from an accredited college or University in Education or related field can substitute for 6 years of direct experience.

LEAVE INFORMATION:

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
