Position Summary 

The position involves work managing, coordinating, and carrying out technical functions of the Human Resource Office. This is a highly responsible professional position necessitating the ability to perform a significant portion of duties assigned with minimum supervision, work well with staff and all levels of management, and exercise excellent customer service.

 

The incumbent must also use discretion and independent judgment in completing job duties, which include, but are not limited to, complying with all guidelines for handling confidential information, being productive under stringent time frames, and balancing multiple priorities. Professionalism, teamwork, and consistent attendance are essential functions of this position. This position performs work at the direction of the Director of Human Resources.

 

The Work You Will Do 

The employee in this position must perform independent and complex HR functions, including employee and labor-related functions that affect the efficient operation and management of the Human Resource Office. These duties include, but are not limited to, the following:

 

Supervise, assign work, and evaluate the performance of assigned staff in employee and labor relations and HR staff who oversee the day-to-day operations of HR Offices with the APD Operated Facilities.

 

Responsible for implementing, supervising, and coordinating the human resources functions in employee and labor relations, internal and external grievances, including EEOC and FCHR complaints and collective bargaining grievances, the Family and Medical Leave Act (FMLA), the Family Supportive Work Program (FSWP), the Americans with Disability Act (ADA), Workers' Compensation, performance management, payroll and benefits, recruitment and selection, the Employee Assistance Program (EAP), and records management.

 

Serves as the Agency’s EEO/AA Officer. 

 

Manages the Reemployment Assistance process.

 

Responsible for monitoring compliance with applicable federal and state employment laws, rules and regulations, and case law governing employee and labor relations.

 

Renders technical advice and guidance to supervisors, managers, and employees.   

 

Manage HR policies or other applicable information within functional areas for accuracy and updates on recommendations. Ensure compliance with all state and federal discrimination and employment regulations.

 

Perform analysis of workforce-related issues.

 

Coordinate work activities with other organizational entities within the Agency.

 

Review, develop, and implement administrative and operational policies, procedures, standards, and guidelines for Employee and Labor Relations and related areas; evaluate their impact on operations; identify potential problems; recommend appropriate action to the Director of Human Resources.

 

Research various labor- and personnel-related issues as needed.

 

Develop and provide training for staff and managers as requested.

 

Perform travel on an as-needed basis with the possibility of short notice before the required travel.

 

Minimum Qualifications

 

  • A valid Driver’s License or other efficient means of transportation to travel for work purposes.
  • Must have at least five years of progressive HR experience, including management or in a lead role, in one or more functional areas (for example, Employee Relations, Labor Relations, Recruitment, Payroll, Leave and Attendance, Classification and Pay, Employee Benefits).
  • Two years in employee relations or its equivalent through training, education, and other experience.
  • Must have professional office experience preparing and tracking work assignments, legal documents, and/or similar HR correspondence.

 

Preference

  • In-depth experience in employee/labor relations

NOTE

This position requires traveling up to 40%, including overnight travel.

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. Retirement funds are also required to be in the Direct Deposit Program.

 

Background Screening Requirement
