Your Specific Responsibilities:
The Statewide Planning Coordinator, a professional role within the Patient Care and Treatment Access Program unit in the HIV/AIDS Section, collaborates with statewide planning bodies and local areas on HIV-related planning activities. The primary responsibility is to coordinate activities, key target dates, and information to update the Statewide Integrated HIV Prevention and Care Plan. This position works closely with the HIV Prevention and Surveillance units. This position demands strong written and oral communication skills, expertise in strategic planning, program evaluation, and quality improvement techniques.
Statewide Planning Coordination:
Conducts local area needs assessments, data reviews, and monitor plan implementation by providing guidance on the process that data collection occurs. Gives oversight over the data collection dashboard that is used by the State Health Office to compile the area Needs Assessments. Works closely with the Quality Coordinator, on data correction and inputs for the Needs Assessment Dashboard. Provides guidance on how area needs assessment assisters can provide the surveys to clients.
Serves as the programmatic liaison for FCPN, which will involve approval of invoices for submission to the contract manager for payment. Assistance with coordination of the FCPN fall and spring meetings. Documentation of section participation and various FCPN committees. Tracking of outreach and assignments of section staff members for information requested through FCPN committees. Participates in other FCPN adjacent committees and provides recommendations to the HIV Section Administrator, Quality and Operations Manager, and the HIV Patient Care and Treatment Access Program Director on activities and next steps requested to the section.
Provides Plan Development and Reporting:
Assist the Quality & Operations Manager in drafting plan principles, goals, objectives, and monitoring frameworks for quality assurance metrics, strategic planning, and clinical quality management. Provide key Patient Care and Section information for the Agency’s strategic plan, and the Division’s Strategic Plan. Collaborate information for other performance and planning metrics as determined by supervisor and Patient Care and Treatment Access Program Director. Support timely and routine updates on the status of information for key plans.
Helps facilitate planning calls and serves as an active participant for the Statewide CQM Committee. Assists with follow up items, documentation, and technical assistance for the State CQM Committee project.
Participates in program evaluations and quality improvement (QI) projects within the HIV/AIDS Section and Patient Care and Treatment Access Program, ensuring adherence to the Department’s QI model.
Works closely with the Patient Care and Treatment Access Program’s Performance and Project Manager on programmatic planning and tracking of strategic plan updates.
Engage in assigned onsite visits and CQM quarterly TA callout. Attend relevant state and national training/travel conducted by HRSA. Responsibilities & Duties
• Coordinate statewide HIV planning activities, including needs assessments, plan updates, and data collection processes.
• Provide guidance and oversight to local areas on needs assessment procedures, data quality, and dashboard use.
• Serve as programmatic liaison for statewide planning bodies, including FCPN, supporting meetings, documentation, and committee assignments.
• Track and manage planning deadlines, target dates, and statewide plan implementation activities.
• Assist in drafting plan goals, objectives, principles, and monitoring frameworks for statewide strategic planning.
• Compile and prepare information for agency, division, and program-level strategic plans and performance measures.
• Participate in quality improvement and program evaluation projects following the Department’s QI model.
• Facilitate planning calls, meetings, and workgroups, including the Statewide Clinical Quality Management (CQM) Committee.
• Provide technical assistance to local areas, internal staff, and external stakeholders regarding planning requirements and processes.
• Support tracking of strategic plan updates in collaboration with program performance and project management staff.
• Conduct onsite visits and participate in CQM quarterly technical assistance outreach.
• Attend required state and national trainings related to HIV planning, QI, and HRSA program expectations.
• Prepare reports, summaries, and planning documents that support statewide decision-making.
• Coordinate outreach, data requests, and follow‑up actions stemming from FCPN committees and related workgroups.
• Maintain planning records, files, dashboards, and documentation to support statewide reporting.
• Assist with emergency response coordination and other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of Florida's legislative process.
Knowledge of DOH legislative bill analysis, legislative budget request, and legislative bill proposal processes.
Ability to understand and apply applicable rules, regulations, policies and procedures.
Knowledge, skills and abilities to develop and implement quality improvement plans.
Ability to work independently.
Ability to plan, organize and coordinate work assignments.
Ability to communicate effectively and establish and maintain effective working relationships with others.
Qualifications:
Minimum –
Experience with patient care service delivery systems
Experience with planning, organizing, and coordinating work assignments
Preferred –
AA or bachelor’s degree or higher
Two years of experience
