Who We Are:

This position works for the Bureau of Radiation Control, at DOH Headquarters in Tallahassee. The Bureau employs 95 people statewide who:  

  • Register & inspect the radiation machines and radioactive sources used in industry and medicine;
  • Investigate radiation therapy and other accidents;
  • Perform environmental monitoring around the state’s nuclear power plants;
  • Train first responders in the use of radiation detectors;
  • Work with law enforcement at large public events (Superbowl, NASCAR races, etc.) to monitor for & prevent the illicit use of radioactive sources (i.e., dirty bombs), and;
  • Work with NASA monitoring teams during launches which involve Plutonium-238, such as the Mars Perseverance rover.

 

Specific Responsibilities of this PROGRAMMER ANALYST Position:

This is highly responsible, independent, professional work involving the planning, analysis, design, programming, testing, documentation, implementation, and maintenance of mission-critical applications and systems for the Bureau of Radiation Control. This position develops, plans, and consults with users, managers, and vendors, is adept at diagnosing and solving technical problems, and must have a working knowledge of computer operating systems, programming languages, relational database management systems, design/development methods, common applications, andhardware.

 

 

Duties:

Analyzes, evaluates and documents Bureau business process requirements, after meeting with users. Coordinates with environmental administrator and other IT personnel on new or existing data systems and services, to identify needed resources. Proposes potential solutions and recommends priorities for systems development. Prepares systems plans, and documents system functional specifications.
 

Plans, programs, and develops applications. Develops and maintains database elements including tables, views, indices, etc. Tests and coordinates testing of new applications with users before implementation into a production environment. Documents and maintains application, and develops standards for use, control, updating and maintenance of application.
 

Creates and processes data queries and reports to satisfy business needs and requirements.
 

Monitors system performance to identify data application & other problems. Conducts computer diagnostics to determine nature of problems. Researches technical manuals and knowledge bases for solutions and provides technical assistance to solve. Installs and performs minor fixes for software or hardware following design or installation specifications. Refers major problems as needed to vendors or technicians for service, and assists with implementing solution.


Confers with vendors periodically to research and prepare evaluations of new software and hardware and submits recommendations to management for review.


Monitors and maintains data security and follows all DOH IT policies.


Performs related work as required.
 

Preferred Knowledge, Skills and Abilities:

Knowledge of computer programming languages, methods and systems.

Knowledge of computer operating systems, client server database systems, and common office applications.

Knowledge of techniques of computer systems analysis and design.

Knowledge of structured analysis techniques.
 

Ability to design systems logic and/or process information logically.

Ability to identify and define user task needs and/or conduct short and long range project planning studies.

Ability to prepare functional program specifications for complex business applications.

Ability to analyze and interpret computer related data and resolve system production problems.

Ability to communicate technical information effectively to technical and non-technical personnel.
Ability to work independently and meet deadlines.

Ability to establish and maintain effective working relationships with others in a team environment.

Ability to communicate effectively verbally.

Ability to analyze data, write queries and produce reports.

 

Preferred Qualifications:

  • An Associates degree in computer science, and;
  • Two years of professional work experience in designing and programming (coding) computer applications.

 

Preference Will Be Given To Applicants Who Have:

  • Professional work experience designing and programming client server database applications, especially with C#, MVC, MVVM, WPF, LINQ and SQL.
  • Professional work experience troubleshooting, diagnosing and solving problems in a Windows environment.
  • A valid Florida’s Driver’s License.
