MINIMUM REQUIREMENTS:

A high school diploma or equivalent and five (5) years of information technology experience, two (2) years of which must have been in computer applications design or analysis experience in the business subject area; or

A bachelor’s degree from an accredited college or university and four (4) years information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area; or

A bachelor’s degree from an accredited college or university with a major course of study in computer science or management information systems or business administration and three (3) years of information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area; or

A master’s degree from an accredited college or university with major course of study in computer science or management information systems, accounting, business administration (MBA) or business specific field (e.g. insurance) and two (2) years of information technology experience, one (1) of which must have been in computer applications design or analysis experience in the business subject area.

Certification in the specific area of business or information technology can substitute for one (1) year of experience.

Requires valid Class E Driver License.

JOB DUTIES:

This position resides in the Office of Agriculture Technology Services’ Project and Portfolio Management Office (OATS PPMO) and provides business analysis and project management services to the offices and divisions of the department.

Project Governance, PPMO Operations & Compliance

  • Develop, implement, and maintain enterprise project management processes, standards, methodologies, tools, and templates.
  • Provide administrative and technical support for the Project Portfolio Management (PPM) tool and ensure portfolio data quality for reporting and decisions.
  • Facilitate the Information Technology Life Cycle (ITLC) governance process, including documentation review, panel coordination, and compliance tracking.
  • Enforce standardized governance practices across all IT initiatives, ensuring alignment with OATS policies, security standards (Chapter 8), and disaster recovery requirements.
  • Deliver best practice project management and business analysis consultative services to divisions and offices; coordinate audits, reviews, and process improvement activities.

 

Project Leadership, Planning, Scheduling & Documentation

  • Lead planning, scheduling, execution, monitoring, and control activities for multi disciplinary IT projects using PMI/PMBOK, Agile, and hybrid methodologies.
  • Facilitate project meetings of all sizes; prepare agendas, track decisions, and maintain RAID logs and project control books.
  • Develop and maintain project documentation, including charters, schedules, assessments, logs, reports, and risk/issue escalations.
  • Monitor project performance and communicate status, risks, issues, and deliverable progress to stakeholders and leadership via dashboards and formal reports.

 

Scope, Charter, Procurement & Contract Management

  • Develop Scopes of Work (SOW), project charters, and related initiation documents that define requirements, objectives, constraints, and governance structures.
  • Participate in development and review of procurement documents; manage contracts and vendor deliverables as assigned, ensuring acceptance criteria and invoices meet department standards.
  • Coordinate contract oversight activities including compliance validation, vendor performance tracking, and corrective action support.

 

 Business Analysis & Requirements Development

  • Conduct background research and business process analysis to identify inefficiencies, gaps, risks, and opportunities.
  • Collaborate with business and technical stakeholders to analyze and document requirements for applications, integrations, cloud migration, and emerging technologies.
  • Recommend process, policy, or technology improvements aligned with enterprise modernization goals; support workshops, interviews, and JAD sessions.

 

Stakeholder Engagement, Communication & Relationship Management

  • Serve as liaison between OATS and department offices/divisions to facilitate project governance, contract reviews, and cross functional planning.
  • Build collaborative relationships with agency leadership, project teams, external partners, and oversight entities; maintain clear, timely communication.
  • Implement and continuously improve project communication plans, ensuring stakeholder needs and executive reporting requirements are met.

 

Perform related work as required, which will include, but not be limited to, adherence to the policies and procedures of the department's Information Resource Security Program (Chapter 8 of the Department's Supervisory Manual) and allocate time as requested for Disaster Recovery activities.
