A bachelor’s degree from an accredited college or university and four (4) years of information technology, project management or business analysis experienceor

A master’s degree from an accredited college or university with major course of study in computer science or management information systems, and two (2) years of information technology, project management or business analysis experience; or 

Five (5) years of information technology, project management or business analysis experience.

Possession of a valid Class E Driver License.

This position resides in the Office of Agriculture Technology Services’ Project and Portfolio Management Office (OATS PPMO) and is responsible for providing project management services to the offices and divisions of the department.

Facilitate and/or participate in individual, small group, and large, formal meetings.

Monitors progress of requests, projects, and initiatives, facilitates movement, and effectively communicates project and portfolio status, tasks, and information to stakeholders, management, and team members in a timely and clear fashion.

Manages assigned projects by following industry standard project management methodologies such as the Project Management institute’s (PMI) Project Management Body of Knowledge (PMBOK), and assists in the evolution of department project methodology, processes, and standards.

Conducts planning, scheduling, and implementation activities to implement technology solutions that meet business needs.

Works with team members to identify and schedule project deliverables, milestones, and required activities and tasks.

Works with project team members to define, create, and maintain required project documentation and templates, including but not limited to, the Risk and Complexity Assessment, project charter, project plan, security plan, spend plan, scope, schedule, communication plan, deliverables, change logs, issue logs, risk logs, meeting agendas, and weekly project status reports.

Identifies and manages technical and non-technical issues and risks that could impact projects. Uses problem solving skills to remove obstacles, resolve conflicts, and mitigate risks when possible and escalates to management when appropriate.

Participate in the creation and review of procurement documents related to assigned projects and serve as contract manager for contract(s) related to assigned projects or initiatives.

Coaches, mentors, and motivates project team members for assigned projects.

Develops collaborative relationships with team members and customers, performing background research to understand the business of the department and its offices/divisions, and providing best practice advice and service to offices/divisions on their projects.

Assist the PPMO Manager in the development, implementation, and management of the PPMO and the department Information Technology Life Cycle (ITLC); assist in the creation or update of business, technical, or project management templates; assemble good examples of each.

Analyzes project proposals, initiative requests, and current business processes and identifies opportunities, risks, gaps, and missing information.

Exercises a disciplined thought process to evaluate problem statements and possible solutions, resulting in a formal recommendation for process, policy, or technology changes.

Identifies opportunities for measurement of project and portfolio performance, and recommends tool, process, and policy improvement strategies to mitigate risks, improve quality, and establish sustainable processes and controls.

Provide administrative and technical support for the PPM tool.

Perform related work as required, which will include, but not be limited to, adherence to the policies and procedures of the department's Information Resource Security Program (Chapter 8 of the Department's Supervisory Manual) and allocate time as requested for Disaster Recovery activities.
