Job Description
This position will serve as a Contract Manager for the Division of Technology and Innovation within the Resource Management section. The person in this position is expected to manage the division’s IT procurements and successfully execute IT contracts and amendments.
Duties and Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
This position functions with a high degree of independence and initiative in the development of contract documents, and the successful approval and execution of contracts and amendments. Duties include but are not limited to:
- Create, submit RFQs for IT staff augmentation.
- Procure and manage IT staff augmentation contracts including monthly timesheet and invoice processing.
- Provide technical consultation, research, recommendations, and quotes for DOE technology purchases.
- Enter requests for e-quote into MFMP Collaboration.
- Enter, review, approve, and receive purchases in MFMP AOD.
- Monitor contracts for compliance and performance.
- Receive, review and process invoice submissions in a timely manner and monitor the successful payment process as well as contract expenditures and encumbrances.
- Advise management on policy problems related to technology needs and any potential issues.
- Coordinate the tracking of deliverables and supporting work products for completeness and quality assurance.
The incumbent must comply with all Department of Education contract administration policies and procedures. The incumbent must have a Florida Certified Contract Manager certification.

Knowledge, Skills, and Abilities
General knowledge of state government IT including terminology, resources, budget deadlines and procurement methods.
Working knowledge and experience using MyFloridaMarketPlace (MFMP).
Knowledge of State procurement policies and procedures.
Proficiency with Microsoft applications.
Ability to analyze, reconcile and track information to issue resolutions.
Ability to think and act independently to research and resolve issues, and to meet strict deadlines under pressure, while maintaining a professional demeanor.
Ability to communicate effectively verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Effective customer service skills.
Minimum Qualifications:
Florida Certified Contract Manager certification.
One (1) year of experience managing State government contracts and/or purchase orders.
One (1) year of experience working in MyFloridaMarketPlace (MFMP), including MFMP collaborations.
Preferred Qualifications
Preference will be given to applicants with experience working with staff augmentation contracts/RFQs.
One (1) year of experience drafting technology-related contracts.

- Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
- Sick Leave - Career Service employees earn 8.667 hours of sick leave credits per month.
BACKGROUND SCREENING REQUIREMENT
