This is a professional career service (CS) position located in the Division of Early Learning (DEL) in the Application & Data Services unit. The incumbent in this position will serve as a Sr. Info Tech Business Consultant. This is a highly responsible, professional position requiring a substantial degree of independent activity. Works independently to plan and conduct all aspects of a data quality review. Identifies major issues, reviews data, and generates data quality instruction documents and all related material. Provides direction, guidance and technical assistance to early learning programs in support of operations of the Division of Early Learning (DEL).

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
Tasks include but are not limited to:
- Assists with the design and management of projects and reviews to ensure timely completion.
- Common field methodologies include analyses of data pulls and reviews of coalition’s data entry procedures. Reviews data to ensure data quality. Investigates data anomalies, performs root cause analysis and recommends process/data changes and correction procedures.
- Assists in developing policy concerning DEL data quality issues.
- Assists and provides continuous application support.
- Assists in the development of edits. Reviews procedures, guidelines, and evaluates the impact on operations.
- Identifies potential problems and recommends appropriate corrective action. Provides technical assistance to end users.
- Investigates, assesses, analyzes, and makes recommendations to resolve issues and problems presented by management staff.
- Consults with staff members to develop solutions and instructions for data quality improvement problems.
- Acts as liaison and first line of contact for coalition data quality improvement effort.
- Develops and maintains the data dictionary, including defining codes, descriptions and definitions. Works with user groups to incorporate these into EFS.
- Experience in applying data analysis, and application support.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of EFS Systems is preferred.
- Organizes data into logical format for presentation in reports, documents, and other written materials.
- Experienced with using word processing, presentation, and spreadsheet software, preferably Microsoft Office applications (MS Word 2003, MS PowerPoint 2003, MS Excel 2003, MS Access, and MS Project).
- Functional skills and familiarity with SQL, database processes and data analysis.
- Quickly assimilates new policies and procedures and educates others in the implementation of such. Skilled in identifying commonalities, efficiencies, deficits and gaps in processes and procedures.
- Knowledge of the methods of data collection and analysis is preferred.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate technical information effectively to information technology personnel.
- Ability to work independently.
- Ability to establish and maintain effective working relationships with others.

- Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments depending upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
