The Florida Planning, Accounting, and Ledger Management (PALM) Project is replacing the State of Florida’s current accounting and cash management systems with an integrated, enterprise financial management solution that will allow the State to organize, define, and standardize its financial management processes.

Requirement:
Seven (7) years of experience in contract management and administration, or related experience is required. Or a Bachelor’s degree (or equivalent) from an accredited college or university and three (3) years of contract management and administration experience may be used as an alternative for the years of required experience.
Additional requirements:
- Holds current Florida Certified Contract Manager (FCCM) certification.
- Managed or administered contracts in excess of $500,000.
- Supported at least one ITN solicitation.
- Experience using Florida Statute and Rule relating to solicitations and contract management and administration.
Preferences:
- Holds a current Project Management Professional (PMP) Certification.
- Holds current Florida Certified Contract Negotiator (FCCN) certification.
- Contract management and procurement experience.
This position requires a security background check, including fingerprint as a condition of employment.
Salary Range: $90,000.00 - $110,000.00.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of project management principles, practices, and procedures.
- Ability to exercise independent judgment and decision making.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to communicate effectively both verbally and in writing.
- Ability to prepare written documentation as a result of meetings, research, discussions, etc. Ability to collect, evaluate and analyze data to develop recommendations.
- Knowledge of State of Florida accounting practices and an understanding of various aspects of the state’s accounting requirements and systems.
- Ability to effectively plan activities to meet assigned deadlines.
- Knowledge and experience in the review and application of Florida Statues and Rules.
- Knowledge and experience in the use of Microsoft Office Suite, including Word, Excel, PowerPoint, and Project.
- Ability to learn new material or information and anticipate/apply its implications.
- Ability to exercise independent judgment and decision making.
- Ability to collect, evaluate and analyze data to develop alternative recommendations.
BRIEF DESCRIPTION OF DUTIES:
This position serves as a Contract Manager for the Florida PALM Project and serves as a state subject matter expert with regard to project management principles and practices, and exercises discretion and independent judgement with respect to matters of significance. This position deals with complex Project and DFS policies and procedures associated with the management of the Project's Goal to implement financial management solution (FMS). This position provides consultation and expert advice to management both inside and outside the Project and carries out major assignments independently.
The Florida PALM SSI contract warrant a dedicated staff member who is responsible for enforcing performance of the contract terms and conditions and serves as a liaison between the contractor and the Department. This position will also be responsible for managing and documenting any changes to the contract through the amendment process; monitoring the contract budget to ensure sufficient funds are available through the term of the contract; and exercising applicable remedies, as appropriate, when a contractor's performance is deficient. This position will be expected to complete required contract manager training, be a certified contract manager, and be a certified Project Management Professional.
