JOB SUMMARY:

This is a Senior Management Analyst II – SES (Budget Analyst) position located in Property Tax Oversight (PTO) program's Budget Office.

This position offers the opportunity for independent and challenging work in a dynamic environment, contributing to the effective management of budgets and strategic planning within the organization.

The Budget Analyst is responsible for reviewing and analyzing annual budget requests from county property appraisers and tax collectors and making recommendations for changes to the budget supervisor. The Budget Analyst also reviews budget amendment requests, provides technical aid and assistance to local officials, conducts site visits, and develops & delivers training for elected officials and their staff.

The position serves a key role in the planning and budgeting efforts for the program. The incumbent is responsible for preparing internal monitoring reports, assisting with the development of legislative budget requests (LBR), conducting bill analyses, and preparing the long-range program plan (LRPP). Additionally, the Budget Analyst assists in coordinating the program’s strategic planning activities, conducting management studies, providing data reporting and tracking, providing technical support, and recommending business process improvements.

MINIMUM REQUIREMENTS:

  • Four years of experience in budget, business process management, and/or financial analysis. *
  • Experience in verbal and written communication.
  • Experience and advanced proficiency in Microsoft Excel, PowerPoint, and Word, including pivot tables, VLOOKUP’s, formatted tables & reports, and professional presentations.

SUBSTITUTIONS:

  • * Bachelor’s degree in finance, accounting, economics, business administration, or related field can substitute for the four years of experience.

PREFERENCES:

  • Two years of experience with State of Florida legislative processes and budgeting.
  • Strategic planning experience.

SPECIAL NOTES:

  • Position may be eligible for part-time telework (2 days a week) following completion of training and successful probationary performance.
  • Must be able to occasionally travel and engage in public speaking.

SALARY: $54,999.96 - $59,723.04.
