POSITION SUMMARY:

This position will provide management services to the bureau, division, department, and other agencies to improve operations and ensure efficient and effective accomplishments of department objectives. The majority of time is spent communicating with, motivating, training, and evaluating members, and planning and directing members work.  This position assists the in the administration, management, and evaluation of federal and state grant programs and any subgrants assigned to the position, for the duration and lifecycle of the grant.  This position also plans and implements new programs, conducts management studies and surveys, analyses and develops projects relating to criminal justice grants.  It also completes special projects, formalized training for local and state subgrantees, and research/statistical projects as requested.

 

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Supervising members of the Unit in management of subgrants from applications through  closeout, including processing of expenditure reports, cash advance requests, grant adjustments, travel requests, closeout documents, and budgets submitted by subgrantees;
  • Ensuring work plans are prepared and updated as required and provides fair and impartial ratings of subordinates in compliance with policy.  Evaluating and documenting member performance in accordance with policy;
  • Providing ongoing feedback to members, and communicating routinely on department values, issues, and projects;
  • Ensuring all new members receive training and support in their new positions;
  • Coordinating and supervising the administrative and program review of state or local criminal justice applications submitted to ensure compliance with all state rules and regulations prior to award; reviewing any subsequent amendments (program and financial);
  • Determining impact of existing and proposed laws, rules, and regulations on existing and developmental programs by analysis and research.  Ensuring current programs and all suggested enhancements are in compliance with all requirements;
  • Assisting the department to identify data collection needs, record layouts, data definitions, program policies and procedure, implementation requirements, and writing of operational manuals as required;
  • Striving for excellence in all work products by constantly searching for new and efficient processes and technologies to meet the needs of the department most effectively and subgrantees; and
  • Maintaining knowledge of policies, theories, techniques, and methodologies by obtaining appropriate training related to information systems, specific work assignments and management skills.

 

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

 

MINIMUM QUALIFICATIONS:

  1. At least 4 years of professional work experience in analysis, purchasing, research, contract management, or administrative work.
  2. Post-secondary education may substitute on a year-for-year basis for the required experience.

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of basic management principles and practices;
  • Knowledge of the methods of data collection and analysis;
  • Ability to supervise people;
  • Ability to effectively communicate verbally and in writing;
  • Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow, and other activities relating to the improvement of operational performance and management practices;
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials;
  • Ability to conduct fact-finding research;
  • Ability to utilize problem-solving techniques; and
  • Ability to work independently.
