MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university and five (5) years of professional experience, two (2) years of which must have been in a supervisory capacity; or

Five (5) years of professional experience with the State of Florida, two (2) years of which must have been in a supervisory capacity; or

A master's degree from an accredited college or university and four (4) years of professional experience, two (2) years of which must have been in a supervisory capacity. 

Professional or nonprofessional experience can substitute on a year-for-year basis for the required bachelor's degree; or any combination of this experience and up to 60 semester or 90 quarter hours of college education including two courses in accounting can substitute on a year-for-year basis for the required bachelor's degree.

OFFICE DESCRIPTION:

The Office of Energy (OOE) is a dynamic and fast-paced environment where staff work together as a team to develop public policies and programs that that will move Florida toward a more diverse, stable, reliable, and resilient energy portfolio. Using available state and federal funds, the OOE develops and manage energy efficiency, renewable energy, energy education, alternative fuel technology, and climate change programs throughout the state.

JOB DUTIES:

This position performs highly responsible duties coordinating and directing the regulatory compliance, monitoring, training and technical assistance operations for the Energy Office and functions as the Director of the Compliance Section including grant program and policy compliance, risk management, monitoring oversight, state and federal audit compliance, federal reporting and grant management training and technical assistance for State, Federal, and other various energy programs. Responsible for identifying compliance risks and suggests strategies for the effective implementation of corrective initiatives. Coordinates with the Energy Office Director and the Community Program Administrator (Director of Grants section) as part of the Energy Office leadership team by providing options and strategies to implement key initiatives and priorities. These options will be based on sound analysis of policy, economic and environmental indicators, program performance measures and assessments of comparative risks that identify and clarify current, emerging and future critical issues.

This position supervises all Compliance Section staff including the planning, direction, coordination, and review of daily duties for adherence to all applicable rules and regulations, accuracy and timeliness. Supervisory communication includes motivation, training, performance evaluation, discipline, timesheets and leave approval for subordinate staff.

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Facilitates federal and state contract and grant administration for the Energy Office. Provides training and technical assistance to grant managers and sub-grantees regarding management State, Federal, and other various energy-related grant program funding including the areas of contract/grant management/administration, implementation, closeouts, conflicts of interest, federal labor standards, federal and state procurement regulations, the National Environmental Protection Act, and the Buy American Act. Responsible for development, periodic review and necessary updates to the standardized grant template agreement and Compliance Supplements. Consults with the Energy Office Director and Community Program Administrator on decisions to contract, and assists with the development of project agreements, scopes of work and amendments. Responsibilities include consultation with Grants Managers as needed by providing assistance to determine areas of concern, possible solutions and resolution of disputes for projects, as well as solving problems relating to monitoring, audit reports and findings, in preparing and processing annual programmatic reports and in obtaining resources from federal, state and regional sources. Responsible for updating grant administration manuals and technical materials, and assisting with training new Grants section staff. 

Establishes policies and procedures within the Energy Office for monitoring practices and ensures implementation through the development of systems of compliance and risk management. Responsibilities include evaluating the efficiency and effectiveness of the Energy Office compliance operations, including sub-grant monitoring and facilitating/tracking necessary corrective actions, where needed. Performs procurement reviews and coordinates with the Community Program Administrator in all phases of State, Federal, and various other contract/grant administration, including coordinating on-site and desk monitoring of all funded projects. Provides administrative guidance on grant compliance with federal and state regulations and sub-recipient oversight.

This position works with US Department of Energy (USDOE), US Department of Agriculture (USDA), State Auditor General and Inspector General staff regarding addressing and resolving all related monitoring and audit issues. Establishes procedures to track the receipt and review of all sub-grant audits in compliance with federal and state audit requirements including the implementation of any required corrective actions. Further responsibilities include the development of written policies and guidance for subrecipients regarding compliance with the Single Audit Acts, OMB Circulars, and federal program rules, as needed. Responsibilities also include providing responses to all Auditor General or Inspector General reports, as required.

Works with the Office of Energy Deputy Director to ensure compliance with state and federal regulations and statutes regarding the development and administration of energy-related policies and procedures; assists in the development and management of energy-related policy and projects and provides an analysis of state and federal energy regulatory policy; develops quality assurance methods, monitoring tools and best practices to ensure compliance with federal regulations; represents the Energy Office in meetings and coordinates with federal, state, and local government entities; and Office of Energy program partners on various contracting and grant matters. Serves as lead point of contact regarding rural community issues; participates in workgroups and state agency community interest groups to further rural initiatives related to energy.

Assists with the compilation of data for the U.S. Department of Energy PAGE Reporting System. 

Performs other related duties as assigned by the Energy Office Director in the form of special projects or during activation of the Emergency Operations Center including identification of potential federal grant opportunities for which the FDACS Energy Office may be eligible to apply.
