Job Description:

This position is located within the Division of Blind Services, State Office in Tallahassee.  This position is in the Bureau of Operations & Compliance, Contracts and Compliance Section.  This position will serve as a Senior-Level Manager in the Division of Blind Services supervising the Contracts and Compliance Section.  The incumbent will provide leadership while overseeing the general day-to-day responsibilities of the Contracts and Compliance Unit.

 

Duties & Responsibilities:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Provides the Division Director and Chief of Operations & Compliance with status reports on programs, services, and quality initiatives. 
  • Serves on various committees and teams within the Division.
  • Represents the Division of Blind Services at professional and advocacy association events, as assigned.
  • Serves on the internal and external committees and focus groups as a representative of the Division of Blind Services.
  • Collects, monitors, and analyzes data to assist in the evaluation efforts of the Division and makes recommendations for corrective actions necessary.
  • Supports the development of the Division’s annual report.
  • Establishes and oversees deadlines for the contract development process.
  • Develop contracts for all contract types for the Division of Blind Services.
  • Provides coordination of specified policy development and activities related to the Workforce Innovation and Opportunity Act (WIOA).
  • Provides monthly status reports related to data, and trends towards agency goals.
  • Works with staff to develop and implement strategies to assist districts that are challenged with meeting their established goals. 
  • Serves as the Division Director’s liaison with state and community partners for contracting and other processes; attends Council meetings and conferences as assigned.
  • Serves as the Division Director’s representative on the DBS Policy Team and makes recommendations as appropriate to the Director regarding approval and revision of agency policies.
  • Analyzes internal processes and plans and/or implements agency or program-wide procedural and policy changes to improve operations.
  • Conducts, prepares and reviews reports, studies, publications, and research relating to operational trends and strategic program objectives.
  • Develops performance standards and evaluates work in accordance with established standards.
  • Develop, plan, organize and administer policies and procedures to ensure strategic administrative and operational objectives are met.
  • Coordinates activities of staff to ensure continuing operations, maximizing returns on investments, and increasing productivity.
  • Consults with staff and others in government, business, and private organizations to discuss issues, coordinate activities and resolve problems.
  • Negotiates contracts and agreements with federal, state, and private agencies and other organizations and prepares budget for funding and implementation of programs.
  • Implement corrective action plans to solve problems.
  • Evaluates the findings of investigations, surveys and studies to formulate policies and techniques and recommends or determine improvements for staffing, programs or business services.
  • Reviews and analyzes legislation, laws and public policy and recommends or determines changes to promote and support interests of the general population, as well as special groups.
  • Prepares, reviews, and submits reports concerning activities, expenses, budget, government statutes and rulings and other items affecting business or program services.
  • Plans promote, organize, and coordinate public community service programs and maintain cooperative working relationships among public and agency participants.
  • Presents information for the agency at meetings or conventions to promote services, exchange ideas and accomplish objectives.
  • Participates in activities to promote business and expand services, and provides technical assistance while conducting conferences, seminars, and workshops.

Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university in a field of study reasonably related to business administration, marketing, accounting, finance, economics, or contract management; or
  • Four years of professional and relevant experience in business administration, marketing, accounting, finance, economics, or contract management. Preference will be given to those with a bachelor’s degree.
  • A Florida Certified Contract Manager (FCCM) designation

 

Preferred Qualifications:

Preference will be given to candidates with:

  • A bachelor’s or master’s degree from an accredited college or university.
  • Three (3) to five (5) years’ experience in business administration, marketing, accounting, finance, economics, or contract management.
  • Prior experience working as a manager or supervisor (who has had direct oversight and management of employees and subordinates).
  • A Florida Certified Contract Manager (FCCM) designation.

Leave Information: (SES)

    • Annual Leave - Employees in Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave – Selected Exempt Service positions are credited with 104 hours of sick leave upon appointment.  In subsequent years the annual allotment is credited on the anniversary date of the initial appointment.

 

Background Screening Requirement:
