The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and government assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Economic Self Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.
Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating government assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

Senior Management Analysts Supervisor – 60022664 - ESS OPBI Quality Management
THIS IS NOT A TELEWORK POSITION.
The location of this position will be determined based on the location of the selected candidate.
The selected candidate will be required to work at the closest office location and travel to the Headquarters office located in Tallahassee, FL.
Travel will be required.
This is a full-time position working 40 hours per week.
Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.
The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.
Minimum Qualifications:
- Must be a current DCF Employee
- A valid State issues driver’s license
- A willingness to travel extensively, including overnight travel
- A willingness to travel to Tallahassee, FL regularly,
- Five or more years of experience working in the Florida Department of Children and Families (DCF) Economic Self-Sufficiency Program determining eligibility or policy applications for any of the public assistance programs (Food Assistance, Temporary Cash Assistance, Medicaid, or Refugee Assistance)
Preference will be given to candidates with the following:
- Two or more years in a supervisory capacity in the ESS program
- Project Management Certificate (when applying, please attach required certification)
- Two years or more of customer service, interviewing, recruiting, investigating, accounting, processing insurance policies or determining eligibility,
- OR Associate’s degree, or higher from an accredited college or university,
- OR 60 semester hours or 90 quarter hours can substitute for the experience.

Position Description
This is a highly responsible professional and supervisory position in the Economic Self Sufficiency (ESS) Headquarters Program Office, Business Operations division, Office of Audits and Compliance, Oversight Unit. The incumbent in this position has lead responsibility for developing and implementing the quality assurance techniques used to measure successful usage of the public assistance eligibility system and other on-line systems; developing outcome measures to assess region/state performance in public assistance delivery; and analyzing and evaluating region/state performance based on desired outcomes. The incumbent in this position will also have the lead responsibility for developing and implementing the quality assurance techniques used to measure accurate food assistance issuance.
The position requires an enthusiastic candidate who displays progressive thinking and a can-do attitude. They must possess the ability to analyze data and think critically, creatively and strategically. The candidate must have subject matter expertise in the relevant program areas in order to direct a team responsible for audits and compliance. Key to this position is the ability to network, develop and maintain professional relationships with regional counterparts, other Departmental programs, and state and federal agencies.
Responsibilities include implementing the quality assurance techniques used to measure successful performance outcomes for the monitoring of public assistance programs at the circuit/region level and coordinate operational and management improvements as a result of Quality Assurance activities. The incumbent must demonstrate the Department values of integrity, courage, accountability, respect, and excellence.

The incumbent is a member of the DCF DSNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.
Duties and Responsibilities:
- This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
- Coordinates the development of the monitoring plan and ensures that the plan contains all elements required by United States Department of Agriculture, Food and Nutrition Services (FNS) Management Evaluation (ME) priorities. Develops the schedule (includes all required regions) and appropriate forms for review and submits to FNS and the regions by the required date of each year. Also ensures the preparation and maintenance of the statewide Corrective Action Plan (CAP) for state deficiencies and responses to requests associated with such.
- Reviews administrative policies, procedures and guidelines related to public assistance Operations to provide technical assistance in areas experiencing caseload backlog and /or accuracy problems. Analyze data prior to each technical assistance visit to determine areas/elements in need of review. Use data reporting systems and other computer links, as well as Quality Control (QC), statewide case review system and audit findings to determine problematic areas that need follow-up by reading cases or reviewing operational procedures on-site. The analysis of data will provide indicators of other areas in need of further review.
- May participate in on-site monitoring as assigned and ensures that all case readings and operational functions are completed for such review.
- Provides assistance to region staff in developing and implementing region monitoring plans, if requested, and reviews these plans for compliance with program objectives.
- Has lead responsibility for continual review, analysis and enhancement of the statewide case reading tool, QMS, and makes recommendations for improvement. Ensures operational and headquarters input is considered and coordinates efforts with IT to work toward quality improvement.
- State lead for all headquarters program reviews and audits. Responsible for development, management, implementation and reporting of review/audit process and results. Ensures headquarters staff are organized, informed and resourced to provide review/audit results.
