Senior Management Analyst Supervisor - SES
The Florida Department of Children and Families is seeking a qualified candidate for the position of Senior Management Analyst Supervisor within the Office of Information Technology Services (OITS). This position performs as the Business Analyst Supervisor for the ACCESS System team, actively engaging in current system operations as well as modernization initiatives. The position is actively involved in the full system development lifecycle, including planning, analysis, design, development, testing, and implementation of a new, modernized system. Additionally, it supports the ongoing maintenance, enhancement, and daily operations of the current ACCESS system.
Essential Duties/Responsibilities
- Supervise, mentor, and guide a team of 8 IT Business Analysts, ensuring high-quality deliverables and consistent performance, ensuring adherence to process and documentation standards.
- Manage workload distribution and resource planning for the business analysis team.
- Identify opportunities for process improvements and recommend solutions to increase efficiency and effectiveness.
- Use Agile methodology values, principles, and practices to plan, manage, and deliver solutions.
- Assist with documenting business requirements, performing quality assurance testing, and/or low-code configuration support as needed.
- Provide regular updates to leadership and key stakeholders on team activities, progress, obstacles, and accomplishments.
- Oversee production support ticket management.
- Develop test scripts and related system documentation as needed.
- Facilitate user acceptance testing.
- Provide technical and consultative support to the IT Application Director and Deputy Director.
- Perform other duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES, including utilization of equipment, required for the position:
- Experience with various SDLC models (Agile, Waterfall, Hybrid), system design, and implementation processes.
- Experience with Azure DevOps, Team Foundation Server, Jira, or similar work item tracking system.
- Experience with business analyst techniques for requirements gathering, user story development, and stakeholder engagement.
- Ability to lead, coach, and develop a team of business analysts.
- Ability to plan, organize, and coordinate work assignments.
- Ability to identify problems, options, and escalate appropriately.
- Ability to manage multiple priorities, projects, and deadlines in a fast-paced environment.
- Ability to lead initiatives with minimal supervision, while also being an effective team collaborator.
- Ability to enforce standards, review deliverables, and ensure the accuracy and completeness of work.
- Flexibility to work with evolving priorities and technology environments, especially during modernization efforts.

- Bachelor's degree from an accredited college or university in computer science, information technology, or a relevant field.
- 5+ years of experience as senior business analyst or similar role.
- 2+ years of management experience.
- Proficient knowledge and skills with Microsoft Office products.
- Background in business analysis, systems analysis, quality assurance, project management, or software development.
PREFERENCES:
Preference will be given to candidates who have 5+ years of progressively responsible information systems experience.
Preference will be given to candidates who have Knowledge of public assistance programs such as Medicaid, SNAP, and TCA.
