Your Specific Responsibilities:
This position is responsible for developing policies and recommendations for implementation at the service level of proposed legislative rule changes regarding complex health insurance-related issues.
- This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
- Provide supervision and coordination of technical support to county health departments, bureau chiefs and division directors on issues of access to primary health care, community partnerships and strategic planning for health care needs of low-income and uninsured populations served in the county health department clinic setting.
- Analyze legislative, regulatory and policy proposals to identify issues and trends in the health insurance industry, undertake studies and research projects on topical issues. Independently evaluate the effectiveness of regulatory programs to identify issues, trends or problems and provides technical assistance to county health departments in quality initiative activities.
- Develop service delivery models that are financially sustainable. Conduct research and analysis on industry information and data in the development of policy proposals in the regulation of healthcare insurance. Provide policies, recommendations and support regarding contract development and health care access associated with the expansion of Medicaid Managed Care systems in CHDs. Ensure timely and accurate assistance and policy analysis in consulting industry on issues as well as develop and implement communication strategies to assist consumers, insurers, and other stakeholders.
- Work with third party payers, the Agency for Health Care Administration, and the Department of Insurance at both the policy and operational level; assist offices within the Department on issues related to Medicaid, Medicare, and commercial insurance; assist in negotiating and managing contracts with health plans.
- Maintain effective liaison with managed care organizations and resolve issues as they arise.
- Act as a consultant to county health departments and agency partners and provide highly valuable expertise related to third party payment policies and the logic associated with health insurance claims adjudication systems.
- Provide training and technical assistance on billing and claims-related problem resolution to county health departments and DOH Program offices.
- Monitor county health department billing effectiveness and develop corrective actions as the need arises.
- Conduct statistical analysis including analysis based on Florida Medicaid's Decision Support System database to assess access issues and develop information for Department contracting.

- Responsible for maintaining the security of information and protect confidentiality consistent with state and federal laws and rules and departmental policies, protocols and procedures.
- Comply with and monitor compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.

Minimum Qualifications:
- High School Diploma or equivalent; AND
- Five (5) years of professional experience as a desktop technician or similar technical role; AND
- Three (3) years of professional experience as a supervisor/manager or team lead.
