Our Organization and Mission:
The Division of Professions is responsible for the licensing of over 503,000 professionals. These professions include architects and interior designers, asbestos consultants, athlete agents, auctioneers, barbers, building code administrators and inspectors, community association managers, construction contractors, cosmetology, electrical contractors, employee leasing companies, geologists, home inspectors, landscape architects, mold assessors and remediators, pilot commissioners and veterinarians. Housed within the division is the Bureau of Education and Testing and the Florida Building Commission.
The Work You Will Do:
Supervises the Government Analyst I position, and the Operations and Management Consultant I position assigned to the Director’s office. Trains and performs routine evaluations and supervisory functions.
Your Specific Responsibilities:
- Serves as the lead Contract Manager for the Division of Professions. Supervises the contract monitoring and contract management process for all division contracts as well as for contracts that are assigned to division employees who are Florida Certified Contract Managers. Conducts training for these employees on the procurement process, drafting scopes of work, paying invoices, and vendor communication, as needed.
- Serves as the Division Performance Officer. Coordinates and oversees projects related to the performance improvement for the Division of Professions and ensures projects or implementation plans involving multiple work units (board offices, the Bureau of Education and Testing, and the Florida Building Commission) are completed in a timely manner.
- Serves as the Division Liaison with the Central Intake Unit and Customer Contact Center to develop and implement changes to the Department’s processes as it relates to application processing guidelines, escalations, FAQ/Ask Us system and other Division of Service Operations projects. Provides recommendations for improvements to programs and customer outreach to facilitate efficiencies in licensing operations.
- Oversees the rule promulgation process for the adoption of the Division’s application forms, which includes preparing rule language and routing packets with corresponding notices for development, proposal, change, and adoption. Responding to JAPC letters, drafting technical change letters, tracking application changes, preparing rule review worksheets, tracking correspondence, routing approval forms, and maintaining a log of rule review activities.
- Provides assistance and guidance to the Florida Homeowners’ Construction Recovery Fund work unit when implementing new processes, running reports, and maintaining procedures to improve efficiency.
- Completes annual reports and special projects for the Director’s Office and board offices, as needed.
- Conducts training for new board staff.
Knowledge, Skills, and Abilities:
- Ability to prioritize and organize multiple tasks.
- Ability to communicate effectively, both oral and written.
- Knowledge of board functions and licensure procedures.
- Ability to work independently on recommendations and improvements to programs.
- Ability to use available technology to perform duties including computer software, hardware, and data systems.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to research and identify essential information.
Minimum Requirements:
- Must have a high school diploma or equivalent education and two (2) years of work experience.
Preferred:
- A Florida Certified Contract Manager (FCCM).
- At least one year experience supervising.
- Two years or more experience handling all aspects of the rulemaking process.
- Three years or more experience managing, coordinating, and monitoring special projects and contracts.
- Three years or more experience in process improvements or implementation plans for multiple work units.
