The Work You Will Do:

The Senior Program Analyst performs professional work in the Wastewater Management Program, including assisting with coordination of the Department’s water reuse program, established in response to the State objective of encouraging and promoting water reuse (Section 403.064 and 373.250, Florida Statutes) and the Department’s Industrial Pretreatment Program, a component of the Performance Partnership Agreement between the Department and the U.S. EPA. The ideal candidate will possess discipline-specific knowledge, leadership and technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations related to Industrial Pretreatment, local limits, water reuse, and U.S. EPA’s e-Reporting rule.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands. This position plays a critical role in helping to ensure Florida’s groundwater and surface water resources, as well as public health, are protected by providing critical oversight over the implementation of the statewide Wastewater Management Program.

Your Specific Responsibilities:

This position performs professional work in the Wastewater Management Program, including assisting with coordination of the Department’s water reuse program, established in response to the State objective of encouraging and promoting water reuse (Section 403.064 and 373.250, Florida Statutes) and the Department’s Industrial Pretreatment Program, a component of the Performance Partnership Agreement between the Department and the U.S. EPA. This position:

  • Coordinates and provides technical assistance in the implementation of reuse of reclaimed water, land application systems, and U.S. EPA’s e-Reporting rule in the Wastewater Management Program. Assists in the development of rules, policies, and implementation of the program. Serves as a liaison with the regulatory programs in the Water Management Districts, Division, DEP district offices and U.S. EPA.
  • Serves as the Industrial Pretreatment Program Lead for the Department. Coordinates the annual inspection and audit schedule of Department Approved Industrial Pretreatment Programs. Coordinates the review of industrial pretreatment program submissions for consistency with the State and NPDES program requirements. Provides technical review of industrial pretreatment local discharge limitations, plans of studies, reports, and other deliverables. Promotes consistency and coordination of wastewater regulatory efforts in the Wastewater Management Program
  • Assists in development of rules and policies related to wastewater management including reuse of reclaimed water, wastewater disinfection systems, land application systems, U.S. EPA’s e-Reporting rule, and industrial pretreatment.. Evaluates current rules and policies and recommends modifications as needed. Assists in any necessary rulemaking and policy-making activities. Recommends and drafts responses and guidance for legislation and regulations or amendments to existing legislation. Ensures that rules, policies, and legislation are consistent with environmental and economic concerns and with sound management practices.
  • Assists with reviews and oversees the inclusion of appropriate and consistent wastewater permit conditions written in the Division and district offices. Assists the Wastewater Management Program in the interpretation of wastewater regulations and requirements. Assists in developing standard permit conditions and Permit Builder. Assists in interpreting rules and regulations for reuse of reclaimed water and land application systems . Assists with training and providing technical guidance on permitting issues and other aspects of wastewater management.
  • Consults with, coordinates with, and responds to inquiries from state and federal agencies, local governments, regional planning agencies, businesses, professional interests, engineering firms, and the public on wastewater management issues. Assists in working with EPA to assure consistency with federal rules and policies.
  • Serves as special project manager for technically complex projects that require coordination with other Department programs and outside entities. Provides technical assistance on complex wastewater issues. 
  • Evaluates the feasibility of reuse and disinfection technologies for application in the State and provides technical assistance to Department staff and management on the use of those technologies. Provides technical assistance to Department staff on special reuse projects and other domestic wastewater management issues.
  • Participates in the Department’s Water Tracker call center activities during emergency events.
  • Some travel may be required in the performance of assigned duties.

 

Required Knowledge, Skills, and Abilities:

  • Ability to research and understand all state, federal, and local wastewater water rules, and regulations.
  • Ability to work independently and manage technical projects.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to prioritize workload.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to assist with inspection of wastewater facilities.
  • Knowledge of computer-based data retrieval systems.

 

Required Qualifications:

Valid Driver License. Travel is required.  Bachelor’s degree from an accredited college or university and 3 years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.

 

Preferred Qualifications:

  • Knowledge of Sections 403.064 and 373.250, Florida Statues and Chapters 62-610 and 62-625, Florida Administrative Code.
  • Experience in the Department’s compliance procedures.
  • Experience conducting industrial pretreatment inspections and audits.
