Position Overview and Responsibilities:

The Division of Water Resource Management’s (DWRM) Executive Services Program is accepting applications for a full-time career service Senior Program Analyst, position #37010778. This professional position is specifically responsible for tracking and reporting on DWRM’s rulemaking activities. A brief description of specific job duties can be found below.

  • Support DWRM leadership and program staff by assisting with special projects, executive goals and objectives, rulemaking activities and legislative requirements.
  • Oversee DWRM rulemaking efforts, provide support and guidance to program areas during the entire rulemaking process, from proposal to adoption. Ensure appropriate rulemaking notice requirements are met. Provide advice and guidance to programs and leadership to achieve rulemaking goals.
  • Update and maintain DWRM’s rule tracker spreadsheet, rulemaking planning and guidance documents to ensure consistency with rulemaking requirements.
  • Support DWRM's leadership team by completing special projects and tasks as assigned.
  • Support DWRM's program areas with the implementation of priority projects and initiatives as assigned.
  • Develop and track legislative implementation plans and activities.
  • Oversee and manage one OPS position, by coordinating and assigning work, reviewing progress and assessing performance.
  • Performs other related duties as assigned.

 

The work of this position crosses multiple program areas and activities, which supplies excellent cross training opportunities and exposure to different regulatory programs within DWRM.   

 

 

Required Knowledge, Skills, and Abilities:

Knowledge of and experience with state and federal environmental laws and regulations; understand and apply applicable rules, regulations, policies, and procedures; knowledge of the DWRM’s programs and areas of responsibility; knowledge of the concepts, terminology, principles, and analytical techniques of the physical and natural sciences; ability to collect, evaluate, analyze, and interpret scientific and technical data and prepare reports; ability to establish and maintain effective professional working relationships with other state, federal and local employees in a courteous and professional manner; must possess excellent communication skills, both verbally and in writing; must be flexible to changed circumstances, self-motivated and task oriented; must require little supervision; ability to work independently and as part of team to achieve a task; ability to plan, organize and coordinate work assignments, determine work priorities and ensure timely completion of work assignments; ability to solve problems and effectively make decisions; ability to operate a personal computer and effectively use MS Word, Excel, Outlook, PowerPoint and other software applications; ability to effectively oversee and train people; ability to travel.

 

 

Minimum Qualifications:

Valid Driver’s License.

At least four years of verifiable related experience in a professional environment. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

 

 

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

 

 

Preferred Qualifications:

Knowledge of Florida’s rulemaking process.

 

Pay:

$57,457.58 - $62,500.08, commensurate with experience.
