JOB DESCRIPTION:

This is a highly responsible, professional work requiring a substantial degree of independent activity in both oversee and support complex programs for the Office of Early Learning.

 

This position serves as a lead worker within the FABS Disbursement section responsible for assisting the supervisor in oversight of the sight within the financial administration unit. As lead worker, this position assists the supervisor in reviewing the section’s work progress, assessing performance and accuracy of payments, and assists team members as necessary to ensure timely and accurate completion of payment processes.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  • Processing transactions through the State’s accounting system (FLAIR). Payments include, but are not limited to, include Early Learning Coalition School Readiness and Voluntary Pre-Kindergarten payments, travel reimbursement, purchasing card, telephone bills and insurance payments.
  • Verifies the accuracy of invoices.
  • Ensures charges on invoices agree with the terms specified in the contract.
  • Reviews invoices to ensure that statutory requirements and Chief Financial Officer rules and regulations are adhered to.
  • Verifies vendor name, address, and amount to be paid.
  • Posts and maintains complete and accurate contract payment schedule.
  • Ensures accurate accounting information (grant, organization codes, etc.) is used.
  • Enters data into the States accounting system (FLAIR) to generate payment and runs summary to verify entries.
  • Assembles payment package and ensures all required documentation is submitted to the State’s Chief.
  • Financial Officer for processing.
  • Resolves problems with State Comptroller’s Office returned vouchers.
  • Scan and emails EFT remits to coalitions.
  • Prepares redistributions for applicable payments to spread charges to various funding sources, after warrant/EFT is generated.
  • Assists the supervisor in high-level financial management processes including the Cost Pool Allocation System, central and departmental FLAIR reconciliations, batch upload processes, and other revenue and expenditure adjustments as assigned.
  • Prepares monthly reconciliation of p-card charges and coalition contracts/grants and assists contract/grants managers, when necessary.
  • Performs a monthly reconciliation of all ELC SR, VPK, PDG, CARES and OAMI invoice payments for compliance between grant manager files (ELC Invoice Workbook) account payment data and FLAIR payment data. Serves as liaison between contract/grant managers and accountants in correction of reconciling items.
  • Performs a monthly “Scope of Work Compliance” reconciliation on 10% of monthly WORKS P_CARD charges for compliance with correct account data and supporting documentation requirements.
  • Enters Transaction 30 deposit entries into FLAIR for all DEL received including restitution, interest, refunds, and other miscellaneous receipts.
  • Completes revenue and expenditure “Adjustment to FLAIR” entries as assigned on an ongoing basis.
  • Serves as the WORKS P-CARD Administrator and assists DEL employees with ordering P-CARD, necessary form completion, and training as necessary to fulfill cardholder responsibilities in WORKS.
  • Serves as a Statewide Travel Management System (STMS) Champion assisting DEL Traveler’s with securing travel approval, and processing travel reimbursement requests in the STMS Online system.
  • Evaluates, analyzes, and/or develops policies and procedures and makes recommendations for improvement.
  • Performs other duties as assigned.

  • Ability to collect, evaluate and analyze data and develop recommendations; solve problems, document workflow and other activities relating to the improvement of fiscal operational and management practices.

LEAVE INFORMATION:

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
