WORKING TITLE: SENIOR PROGRAM ANALYST

This open competitive advertisement is for a Career Service position located at Central Office in Tallahassee, FL in the Office of Information Technology.

The mission of the Office of Technology in the Florida Department of Corrections (FDC) is to provide innovative, reliable, and secure technology solutions that support the Department's operations and enhance its efficiency.

This position is not a telework position and is required to report to the FDC office in the area it serves.

 

JOB DUTIES: 

  • Prepare and manage spend plan for Office of the CIO.
  • Track expenditures, reconcile planned against actual spend, report variances weekly.
  • Track spending and record information to deliver weekly, monthly, quarterly, and yearly reports of spending progress towards goals.
  • Forecast recurring cost for monthly services.
  • Prepare LBR Schedule IV-B and clearly present supporting documents in easy-to-read format for executives and legislative staff members.
  • Assign and collect LBR Schedule IV-B content from team members and identify tangible benefit savings that are measurable and reportable.
  • Perform cost benefit analysis to calculate return on investment.
  • Prepare cost estimates for future projects and assist agency directors with estimates for IT costs that are part of non-IT LBRs.
  • Assist the IT Purchasing team and the Project Management team within the Office of Information Technology by reviewing project spend plans and large quotes for products and services.
  • Provide guidance for preparing, tracking, and reporting expenditures for projects.
  • Review and recommend lifecycle costs for quotes requested by agency directors.
  • Review of vendor proposals for calculation of Total Cost of Ownership and identify missing components of the proposals.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Excellent written and verbal communication skills
  • Ability to understand budget request from the technical IT staff and translate into plain language the requests when commination with the accounting and budget staff.
  • Ability to translate complex IT budget strategies into easy-to-understand graphical presentations.
  • Detailed knowledge of IT purchase components including products and services with understanding of state budget categories for expense, OCO, and contracted services.
  • Ability to arrange spending request into easy-to-read summaries with supporting documentation when needed.
  • Ability to read and understand vendor proposals for delivery of IT products and services; and translate payment schedules into formats used for spending plan tracking and MFMP purchasing.
  • Ability to reconcile invoices against spend plans and contract deliverable payment schedules
  • Expert Microsoft Excel skills with working knowledge and the ability to apply knowledge to scenarios using pivot tables, conditional formatting, and formula such as, SUMIF, VLOOKUP, IF, SUBTOTAL, COUNTIF, VALUE, NETWORKDAYS.
  • Ability to collect and analyses data using logical formulas and data analysis tools

REQUIREMENTS:

  • Must possess a high school diploma or its equivalent.
  • Must have prior experience preparing two or more LBR Schedule IV-B documents, with specific reference to the submission each Schedule IV-B.
  • Must have experience with the DMS Telecommunications billing system, CSAB.
  • Expert Microsoft Excel skills with working knowledge and the ability to apply knowledge to scenarios using pivot tables, conditional formatting, and formula such as, SUMIF, VLOOKUP, IF, SUBTOTAL, COUNTIF, VALUE, NETWORKDAYS.
  • Must have fifteen (15) years of experience with the knowledge, skills, and abilities needed for this position.
    • Postsecondary education may substitute for up to four (4) years of the required experience.

BACKGROUND SCREENING REQUIREMENT
