MINIMUM REQUIREMENTS:
A high school diploma and two (2) years of experience in graphic design, web design, multimedia design, computer science, management information systems, journalism, or public relations; or
Completion of a 720-classroom hour (1 year) program study from a vocational/technical school or accredited community college in an area of graphic design, web design, multimedia design, computer science, management information systems, journalism, or public relations; or
Completion of 60 semester (1 year) or 90 quarter hours (1 year) of college course work from an accredited institution which includes four courses in computer science, graphic design, web design, multimedia design, computer science, management information systems, journalism, or public relations.
A valid Class E Driver License.

JOB DUTIES:
Responsible for the ongoing development, maintenance, and optimization of the organization’s websites. Ensures that all web content is accurate, accessible, visually appealing, and aligned with accessibility and organizational standards. Works closely with internal teams to gather requirements, implement updates, and enhance the overall user experience. Designs, develops, and maintains websites using HTML, CSS, and JavaScript and applies basic UX principles to improve readability and navigation. Modifies and maintains cloud-based systems such as SharePoint Online, GovQA, IBEXA CMS, and Microsoft Dynamics/Power Platform. Responds to user inquiries or web-related system issues.
Monitors website performance and analytics, identifying and resolving issues to improve functionality and user satisfaction. Responsible for maintaining documentation of website changes, configurations, and processes using standard templates and tools. Evaluates existing web systems, recommending improvements or new technologies, and ensuring compliance with security protocols.
Manages Web Office emails, tracking and fulfilling web requests and updating static and dynamic website content, images, and videos. Ensures web and writing standards are applied appropriately, supports the development and maintenance of cloud applications and graphic designs. Administration of cloud application user accounts (adding, modifying, and deleting accounts) while maintaining proper access permissions. Any concerns related to network security or degradation of technology services are reported to supervisor promptly.
Performs related work as required, which includes but is not limited to: participating in disaster recovery planning and execution activities, maintaining documentation on Department web standards, and implementing the Department's policies and procedures, including the Department's Information Resource Security Program (Chapter 8 - Department's Supervisory Manual).
KNOWLEDGE, SKILLS AND ABILITIES:
- Proficiency with Adobe Creative suite tools, including Photoshop, Illustrator, and Acrobat.
- Proficiency with HTML and CSS and working knowledge of JavaScript and Ajax.
- Proficiency with SEO (search engine optimization) and design for AI principles.
- Knowledge of leading UIX design practices for reusable, low/no code development, and the requirements of modern browser interfaces and accessibility requirements.
- Knowledge of clean design and graphic design layout principles.
- Knowledge of responsive design principles allowing equivalent accessibility of content through desktop, laptop, tablet, and smartphone browser interfaces.
- Knowledge of alternative presentation techniques to deliver content to users with differing abilities.
- Knowledge of application development stack principles and appropriate functions and security considerations of the end-user interface layer.
- Skill in designing, developing, testing, and deploying cloud-based applications.
- Ability to communicate effectively with peers, supervisors, subordinates, technical staff, and users.
- Ability to communicate technical data processing information effectively, verbally and in writing.
- Ability to complete work assignments while working with business analysts and other technical staff.
- Ability to follow operational and maintenance procedures.
- Ability to work independently and with a team.
- Ability to process information logically.
- Ability to produce graphics design.
- Ability to analyze and interpret web application data.
