GENERAL POSITION DESCRIPTION:
Under the direct supervision of the Deputy Director, the incumbent assigned to this position is responsible for administering, planning, organizing, and directing the Operational Support section. The incumbent’s primary responsibilities include directing and supervising draw management operations, security, training, policy, accreditation coordination, criminal justice policy and procedures, property and evidence, lost and stolen ticket investigations, workers’ compensation investigations, forensic laboratory management, and any other tasks as assigned by the Director or Deputy Director.
ESSENTIAL DUTIES:
- Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
- Manages and coordinates the activities of the Division of Security Accreditation Manager and the Accreditation Program.
- Manages and coordinates the activities of the Division’s forensics lab.
- Assists in supervision of law enforcement duties.
- Serves as the primary special agent supervisor for draw management. Coordinates and assigns draw mangers as needed for draw manager responsibilities: acts as draw manager when needed.
- Serves as the primary special agent supervisor for 2nd chance drawings.
- Assists the Security Manager with building security.
- Manage and directs the Florida Lottery’s Evidence and Property function, to include entering E/P into the E/P function, tracking E/P and disposing of E/P that no longer has an evidentiary function or need.
- Conducts periodic reviews of E/P in accordance with agency policies.
- Manages and coordinates the training of full-time, OPS and Reserve Special Agents for the Division of Security.
- Manages and coordinates the activities of the agency Reserve Program and the Reserve Agents.
- Serves as a backup in the direction of activities of law enforcement officers whose duties include the investigation, pursuit, apprehension and arrest of law violators suspected violators.
- Coordinates and communicates investigative activities with lower-level supervisors and lead workers.
- Serves as a backup at the State Emergency Operations Center and ESF-16 for the Florida Lottery during disaster operations.
- Establishes and prioritizes investigative activities.
- Monitors daily activity and performance of subordinate personnel.
- Develops and discusses section goals with subordinate personnel to establish team building techniques necessary for the section to function as one unit.
- Conducts continuous evaluations of personnel performance. Resolves all other personnel issues pertinent to section issues.
- Assists in coordinating and staff planning for Lottery events and assignments.
- Works closely with the Department of Law Enforcement, the Department of Business and Professional Regulation, the Department of Revenue, and other organizations as necessary to obtain any information relevant to any investigation conducted.
- Communicates on a regular basis with Division staff.
- Communicate as required with other Lottery’s lab management.
- Conducts investigations of vendors, retailers, and employees of the Department of the Lottery, including applicants for contract or employment as are necessary to ensure the security and integrity of the operations of the Florida Lottery.
- Maintains the confidentiality of any confidential information received from any other agency.
- Conducts internal investigations as directed of employees based on complaints or accusations of wrongdoing.
- Supervises Lottery drawings and ensures all drawings are in accordance with draw procedures.
- Prepares correspondence and status reports, drafts section operating procedures reviews, and approves reports, timesheets, travel vouchers and leave requests as appropriate.
- Provides input for budget and procurement needs, and prepares correspondence, status reports and operating procedures for the Intelligence unit.
- Monitors and evaluates daily activity and performance of subordinate personnel through case management reporting, project tracking, communication, meetings and training.
- Supervises the ticket validation lookup process by ensuring that the work is completed in a timely manner.
- Manages workplace safety and workers compensation investigations as directed.
- Serves as the primary Terminal Agency Coordinator (TAC) and all the responsibilities associated with the position. TAC responsibilities include but are not limited to; ensuring that the local terminal agency is in compliance with applicable state and national policies governing the use of the FCIC/NCIC and NLETS systems. Ensures users are complying with applicable policies and procedures for FCIC/NCIC systems and other authorized criminal justice and non-criminal justice systems.
- Serves as the Administrator for Comprehensive Case Information System (CCIS).
- Serves as the DHSMV system (DAVID) Administrator.
- Serve as the Divisions Liaison for SMART COP.
- Performs other related duties as appropriate or assigned by management.
- Attendance is an essential function of the position.
- Position requires some overnight travel.

Other job-related requirements for this position
High School Diploma or equivalent (GED) required.
Successful passing of a criminal background check (state, local, and national) is required).
May be required to have a National Security clearance.
Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units. The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.
The Florida Lottery requires employees to use multi-factor authentication (MFA) to securely access Lottery systems. The person filling this position must have a lottery smart phone provided to you based on job duties or a personal smartphone capable of downloading and operating the Lottery's designated security application. Employees are expected to have their smartphone with the downloaded application with them during work hours to conduct secure system logins as a condition of employment.
Job-related qualifications
- Has passed a physical examination by a licensed physician, based on specifications established by the Criminal Justice Standards and Training Commission.
- Has a good moral character as determined by a background investigation which included the analysis of a urine sample furnished by the applicant for evidence of controlled substances as specified in Rule 11B-27.0022, Florida Administrative Code.
- Has completed a basic recruit course of training established by the Criminal Justice Standards and Training Commission in accordance with Florida Law or be exempt under Chapter 943, Florida Statutes.
- Has achieved an acceptable score on the officer certification examination.
