POSITION DESCRIPTION: Formats, tracks, and processes, through adoption or rejection, proposed specification revisions to the Standard Specifications and Special Provisions. Makes recommendations to originators and management for proposed specification language. Maintains various electronic files detailing the history of specification revisions and other topics.
Tracks and processes project-specific Specification revision requests from District personnel. Makes recommendations to management and originators regarding proposed Specification language.
Creates, develops, and maintains digital libraries for applications and web sites. Generates User Guides for administrative purposes and end user. Monitors the web site for accuracy, clarity, and user-friendly environments.
Assists in the production and publication of the "Standard Specifications for Road and Bridge Construction" eBook.
Provides assistance to districts and their consultants and to municipalities and other government authorities on issues related to the specifications. This includes assisting with the assembly of training materials and support of training that is given on a statewide basis. This also includes support for Department Quality Assurance activities.
Updates, implements and maintains Specifications Office Procedures, Handbooks, and Guides.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the Department's contracting process and the role the Specifications Office plays in that process. Knowledge of the Department's plans and specifications submittal and processing procedures. Knowledge of the Department's pay item approval process. Skill in effective verbal and written technical communication using proper voice, mood, spelling, grammar and punctuation with a clear, concise and accurate style. Skill in Sitefinity, Microsoft applications with emphasis in SharePoint, Word, Outlook, Excel, and PowerPoint as well as electronic databases. Ability to organize data for multiple platforms and build accessible information for internal and external clients. Ability to organize and perform multiple detailed, complex administrative tasks. Ability to prioritize and execute multiple technical tasks. Ability to analyze information and make recommendations. Ability to maintain effective working relationships with others and to work independently and in groups.
OTHER JOB-RELATED REQUIREMENTS: This position will be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and three years of relevant experience or an associate degree from an accredited college or university and one year of relevant experience or three years of higher education with a cumulative of 72 semester hours or 108 quarter hours.
