POSITION DESCRIPTION: Develop, review, and implement statewide standards, criteria, procedures, guidelines, and engineering tools relating to Roadway Design and Construction.  The incumbent must exercise independent judgment in the formulation of these standards, criteria, procedures, and guidelines which will have a direct impact on construction plans prepared on a statewide basis.  This includes responsibility for the development and updating of publications, such as the Design Manuals, Specifications, and Standard Plans in areas related to Roadway Design.  The standards, criteria, procedures, and guidelines must consider Pedestrian, Bicyclist, America with Disabilities Act, Elder Road Users, transit, environmental, and other similar specific concerns.


Provide technical advice and assistance to districts and their consultants on issues related to Standard Plans and their background, design, and construction requirements.  This includes course development and presentation of appropriate training on a statewide basis, and technical support for Department Quality Assurance activities.


Coordinate work efforts with other Department offices as required while maintaining a close, cooperative working relationship.  Coordinate reviews with Federal Highway Administration and transportation industries on all matters relating to assigned area of responsibility.  Participate in Department cross-functional and coordinating task team activities.  Advise superiors on matters relating to assigned area of responsibility and in their absence acts on matters as appropriate.


Develop, update, and review of Standard Specifications and Developmental Specifications related to Standard Plans and Approved Products List (APL) products as assigned.  This includes the responsibility of coordinating with the State Specifications Office for potential impacts to specifications, coordination with District staff/Engineer of Record for specific application of developmental products and procedures and signing and sealing of resulting Developmental Specifications.


Review roadway and roadside related proprietary products, as assigned, for inclusion on the Department’s Approved Products List (APL). These products include, but are not limited to roadside barriers, crash cushions, truck/trailer mounted attenuators, temporary traffic control devices, luminaires, delineators, etc. The incumbent must exercise independent judgement in evaluating the products performance and suitability based on requirements of Standard Plans and Standard Specifications. 


KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Roadway Design and the Florida Department of Transportation Contract Plans Development Process.  Knowledge of preparation of plans for roadway construction, including knowledge of construction phasing, geometric requirements, proper design for temporary traffic control, and design for pedestrians and bicyclists. Ability to establish and maintain effective working relationships with others.  Ability to work effectively as a team member.  Skill in developing and delivering technical training and making presentations.  Ability to plan, coordinate, and complete technical research.  Ability to communicate orally and in writing.  Ability to be pro-active and work independently.


REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Florida Statute 471.
