Your Specific Responsibilities:
This is a highly responsible and comprehensive professional position responsible for technical oversight of the statewide Surveillance Tools and Reporting System (STARS). This includes providing direction, analysis, and implementation of program policies, procedures, and enhancements. This individual will also assist with the policy development, standard settings, monitoring, quality assurance control, and technical assistance related to STARS.


Responsible for the testing, documenting, maintenance, enhancements, and upgrades to STARS and associated data systems as appropriate. Will represent the section in the project management process and provide regular and as-needed updates to the section administrator and others as needed. Identifies and engages SMEs, stakeholders and responsible parties necessary for each stage of development.


Represents the STD Program at meetings, conferences, workshops, and workgroups at headquarters, county health departments, other state agencies, and the Centers for Disease Control regarding information technology needs and surveillance systems.


Assists in troubleshooting the applications, software, hardware, network, and databases used by the STD Program on an ongoing basis to provide continued performance enhancement for all end users.


Responsible for the ongoing training of end users of the surveillance systems utilized by the Sexually Transmitted Prevention & Control Section statewide.
Oversees STARS helpdesk functions, including triage and appropriate distribution of tickets and user access and verification.


Reviews policies, procedures, guidelines, and provides recommendations to the Surveillance Manager for improvements and operational standards related to the STD Program technology needs.


Duties and activities related to Information Security and Privacy Coordinator, Information Custodian, and IT Disaster Recovery Coordinator.


Performs additional duties as required.


Required Knowledge, Skills, and Abilities:
Knowledge of accounting and/or the principles, practices and techniques of computer programming and systems analysis design.
Knowledge of computer flowcharting techniques.
Knowledge of mathematics.
Knowledge of computer operations procedures and systems.
Knowledge of computer programming languages.
Ability to process information logically.
Ability to design systems logic and/or process information logically.
Ability to analyze and interpret computer program data.
Ability to identify and define user task needs and/or conduct short range and long-range project planning studies.
Ability to prepare program specifications.
Ability to perform mathematical calculations.
Ability to plan, organize and coordinate work assignments.
Ability to communicate technical data processing information effectively.
Ability to establish and maintain effective working relationships with others.

 

Qualifications:
