POSITION DESCRIPTION:
Plans, manages, and coordinates on a statewide basis, the Computer-Aided Drafting and Design (CADD) technology and associated activities for the Department of Transportation. The position plans, organizes, directs, and coordinates staff, and budget for the following areas and activities: Engineering / CADD applications development and maintenance: Statewide application support and training for the Engineering / CADD community, including consultants where applicable: Coordination of CADD activities with the Districts and the Turnpike Enterprise, Tallahassee CADD Support Groups, Office of Information Systems, and Consultants.
Advises the Manager, Production Support Office, and the Chief Information Officer on matters involving CADD technology.
Manages staffing involved in CADD application development, CADD application support, CADD application training, CADD quality assurance, statewide coordination of CADD functions, and general office support and administration.
Provides input into the update of the Department’s Information Technology Resource Plan and the proposed spending plan of Operating Capital Outlay funds managed by the Office of Information Systems that address the hardware needs for the CADD program.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area; Knowledge of engineering design, construction, production and / or operations; Skilled in the Department’s Computer Aided Drafting and Design (CADD) software and standards;Knowledge of Department Leadership principles and practices; Knowledge of Department Supervisory policies and procedures; Skilled in the use of Department utilized CADD / engineering tools, equipment and / or instruments; Knowledge of resources available to assist in the effective management of human resources; Ability to use personal computer as a resource to communicate, document, calculate, and otherwise assist in the daily operations of a Department cost center; Ability to analyze and interpret engineering data; Ability to solve problems relating to engineering; Ability to apply engineering quantitative techniques; Ability to plan, organize and coordinate work assignments; Ability to communicate engineering information effectively; Ability to establish and maintain effective working relationships with others; Ability to employ supervisory practices to achieve effective results from employees; Ability to navigate the Department’s intranet via a web browser to provide and obtain information; Ability to navigate the internet via a web browser to provide and obtain information; Ability to plan, manage, and track a multi-million dollar CADD budget; Ability to oversee and manage the cost center activities associated with staffing; Ability to interpret Department policies and procedures and make timely decisions based thereon; Ability to interact effectively on a local and statewide level with other departments and personnel within the FDOT resulting in success in the application of CADD technology to Department business practices
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Licensure as a Professional Engineer in the State of Florida (Florida Statutes Chapter 471)
