The Work You Will Do:
This position administers the Department’s Construction Contract Compliance, Title VI, and On-the-Job Training (OJT) Supportive Services Programs to ensure compliance with federal requirements. Serving as the primary liaison to the Federal Highway Administration (FHWA), State Construction Office, and District Contract Compliance Managers, the role oversees compliance processes, develops training and guidance, and monitors program performance. It manages statewide Title VI activities, prepares required federal reports, provides technical assistance to stakeholders, and oversees the OJT Supportive Services and Construction Careers Consultant initiatives. The position also conducts quality assurance reviews and collaborates with internal offices to ensure consistent implementation of nondiscrimination policies across all programs.

Annual Salary Range:
$62,171.96 - $74,873.50
Your Specific Responsibilities:
Administers the Construction Contract Compliance Program, serving as the primary liaison to the Federal Highway Administration (FHWA), State Construction Office, and District Contract Compliance Managers (DCCMs). Monitors compliance processes, interprets and implements federal and state regulations, and participates in related compliance meetings. Reviews and processes Small Business Certification (SBC) Action Plans. Coordinates with DCCMs and the State Office to develop training materials and guidance. Administers FHWA and state grant programs, including performance monitoring, compliance tracking, and reporting to leadership. Provides technical assistance and training to internal staff, contractors, sub-recipients, and external stakeholders on contract compliance, SBC, Title VI, and other nondiscrimination-related requirements.
Oversees the Department’s Title VI Program and Related Statutes in accordance with federal requirements. Provides required nondiscrimination assurances, monitors Title VI activities statewide, and coordinates with District Title VI Coordinators and Program Area Officers to ensure consistent implementation. Prepares and submits the annual Title VI Implementation Plan and Accomplishment Report to FHWA. Develops informational materials, including alternate language formats, and investigates complaints involving sub-recipients to ensure compliance with Title VI obligations.
Manages the On-the-Job Training (OJT) Supportive Services Program and related job-producing outreach initiatives, including the Construction Careers Consultant initiative. Reviews program status reports, monitors consultant performance, and ensures alignment with established program goals and expectations.
Plans and conducts Title VI and Related Statutes Quality Assurance Reviews (QARs) of Department programs and sub-recipients to access compliance with federal nondiscrimination requirements. Collaborates with internal offices including Planning, Design, Right of Way, Construction, Maintenance, Public Transportation, and Research to review program activities and ensure alignment with Title VI regulations and federal guidance.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of small business development programs, policies, and procedures, including contract compliance and nondiscrimination requirements; Skill in building effective relationships and resolving issues with internal and external stakeholders; Skill in building effective relationships and resolving issues with internal and external stakeholders; Skill in public speaking and delivering outreach or training sessions to diverse audiences; Skill in using Microsoft Office software (e.g. Word, Excel, PowerPoint) for data analysis, reporting, and communication; Ability to communicate clearly and professionally, both orally and in writing; Ability to review, analyze, and interpret data for accuracy, completeness, and relevance; Ability to plan, organize, and manage multiple work assignments independently; Ability to identify and implement process improvements with initiative and sound judgment; Ability to coordinate match-making efforts between large contractors and small businesses to support inclusive participation; Ability to interact with stakeholders in a professional, courteous, and service-oriented manner; Ability to travel as needed to support program activities, training, and compliance oversight.
Other Job-Related Requirements:
Possible extensive and overnight travel.
Minimum Qualifications:
Four years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work. Post-secondary education can substitute on a year-for-year basis.
