The Work You Will Do:
State Construction Compliance Specialist/ Assistant Secretary for Engineering and Operations, Office of Construction/Systems Support:
This position monitors and supports federally mandated civil rights and labor compliance activities. This position also serves as the liaison to the United States Department of Labor and Federal Highway Administration for the enforcement of policies and regulations. This position also supports various construction applications used to manage, track, and document construction activities.

Your Specific Responsibilities:
Provide technical guidance to district compliance personnel, District Contract Compliance Managers (DCCM), contractors, and district specification personnel on issues related to wage table(s) in contracts, payroll violation issues, deductions, worker classification duties, and interpretations of current Government contract legislation (Davis-Bacon, Copeland, and Contractor Work Hours and Safety Standards Acts). Maintain current wage tables on the State Construction Office web application for use by contractors, specification and compliance personnel.
Assist with Automated Access Request Form (AARF) requests and provide district support for various construction applications, including AASHTOWare Project, construction document management application, Classification Request Manager (CRM), Equipment Watch and Excel forms manager. Assist districts with processing monthly Project Estimates (EED). Attend monthly statewide coordination meetings that provide district support and collaboration for these applications.
Attend District Compliance Manager meetings. Assist the Equal Opportunity Office with various programs, including Disadvantaged Business Enterprise, Equal Employment Opportunity, On-theJob training, and wage enforcement/monitoring policies.
Conduct district wage Quality Assessment Reviews and deliver semi-annual labor reports to Federal Highway Administration. Assist with evaluating AASHTOWare Project Data Quality Reports and work with district staff to update project data. Assist with other construction applications Process Reviews.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of Construction Contract Compliance and Federal State Labor Laws and regulations. Knowledge of the United States Department of Labor and Federal Highway Administration enforcement policies and regulations.
Skills in:
- Skill in communicating effectively, verbally and in writing. Skill in Microsoft Word, Excel and PowerPoint
Ability to:
- Ability to work independently and be a self-starter. Knowledge of concepts, terminology, principals and analytical techniques of construction engineering research. Ability to establish and maintain effective working relationships. Ability to work with internal and external customers in a tactful and courteous manner.
Minimum Qualifications:
A high school diploma or its equivalent and four years of relevant employment experience or an Associate’s degree from an accredited college or university and two years of relevant experience or a Bachelor’s degree from an accredited college or university.
