POSITION DESCRIPTION: Direct and supervise a staff of engineers and other construction support personnel. Provide oversight to engineering staff and assigned function. Ensure quality assurance review are conducted in appropriate subject areas. Provide guidance and direction to staff to ensure that priority issues are addressed in a timely manner. Routinely communicate vision and strategic objectives to staff. Identify and address employees satisfaction issues. Ensure that staff receives the necessary training to accomplish tasks efficiently.

 

Provide technical assistance and supervise staff who provide technical assistance to internal and external customers, including Florida Department of Transportation (FDOT) staff, design consultants, construction contractors and other state Department of Transportations (DOTs) as needed. Provide interpretation of Standard Plans and Specifications as needed. Solicit feedback from Districts regarding needs and provide solutions for improvement. Sign and seal engineering documents as needed. Oversee the development and update of policies, procedures, manuals, specifications, and memorandums as necessary to meet the Department’s vision and ensure dissemination to Districts, Federal Highway Administration (FHWA) and industry partners. Ensure that state of the art technology is implemented in the Construction Program

 

Provide leadership to and communicate effectively with Central Office, Districts and industry partners on construction issues. Develop strategies to implement the Department’s vision by meeting customer and organization requirements. Promote the professional development of staff while ensuring timely, quality results. Represent the State Construction Office on committees, task forces, etc., with FDOT, FHWA and industry and other state DOTs.

 

Develop, review, update policies and procedures for Statewide Construction Scheduling staff and coordinate the development and implementation of training to District Construction scheduling staff.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of construction practices, Construction Project Administration Manual (CPAM) and specification requirements. Knowledge of engineering design, construction, production and/or operations. Knowledge of the principles and practices of supervision and management. Knowledge of construction policies and procedures. Ability to manage a diverse staff and set priorities. Ability to manage an engineering program. Ability to establish and maintain effective working relationships with others. Ability to communicate both verbally and in writing. Ability to provide leadership in a changing environment. Skilled in the use of a personal computer and Department software. Ability to work with contractors, consultants, FHWA, and FDOT staff to develop new programs and maintain existing ones

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registered Professional Engineer’s licensure in accordance with Chapter 471, F.S.
