The Work You Will Do:
STATE CONTRACT COMPLIANCE COORDINATOR
The Contract Compliance Coordinator ensures that the Florida Department of Transportation (FDOT) and its contractors meet federal and state requirements related to equal opportunity and nondiscrimination during contractor participation on FDOT projects. Compliance is ensured by monitoring contractor performance, providing compliance training, and reviewing documentation such as payrolls, good faith efforts, and Commercially Useful Function reports. The Coordinator role is essential in helping safeguard FDOT’s eligibility for federal funding and promotes fairness in transportation contracting and fosters legally compliant project delivery across the agency.

Your Specific Responsibilities:
Administer the Equal Opportunity Construction Contract Compliance program, act as liaison to Federal Highway Administration (FHWA), State Construction Office and the District Contract Compliance Managers (DCCM). This includes monitoring compliance processes, administering and, interpreting federal regulations and related laws, and attending other related meetings regarding compliance matters.
Administer the OJT Supportive Services contracts and job producing outreach programs that include Construction Careers Consultant and other outreach programs as directed. Includes status reports, review and monitoring of invoices, and activity reports to FHWA to ensure satisfactory performance by contract consultants.
Administer the FHWA grant and state grant programs. including providing status reports to FHWA and FDOT leadership ensuring satisfactory performance by grant participants.
Write policies, procedures and specifications regarding contract compliance.. Maintain all contract compliance related forms, receive and process Equal Opportunity Officer Notification forms and Disadvantaged Business Enterprise Action plans, coordinate with DCCMs and the State Construction Office to prepare workbooks, training and guidance for contract compliance processes.
Provide technical assistance to contractors and department personnel.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of construction contract compliance; Ability to plan, organize and coordinate multiple work assignments and meet deadlines; Ability to travel as needed; Ability to conduct onsite reviews and special investigations; Ability to comprehend statutes, rules and regulations and apply them to actual situations; Ability to express ideas clearly, assimilate and analyze ideas or data through oral and written communications; Ability to work independently; Ability to research topics and situations and organize the results in a logical manner for providing oral and written reports; ability to use various computer applications and programs (Equal Opportunity Compliance system, Word, Excel, Access, etc); Skilled at interpreting and applying federal regulations; Ability to develop and analyze policy, procedures and legislation; Knowledge of civil rights laws (Title VI, Title VII)
Minimum Qualifications:
Four years of professional or non-professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work. A bachelor's degree from an accredited college or university can substitute for the required years of experience.
