Supervise a team of environmental specialists that conduct environmental reviews to support FDOT project delivery. Interact with key environmental agency staff, and other FDOT partners to enhance environmental programs for transportation. Develop environmental procedures, guidance, and training.

Your Specific Responsibilities:
- Supervises employees by spending majority of time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work. Participates in Florida Department of Transportation (FDOT) Office of Environmental Management (OEM) functions as related to FDOT's assumption of the Federal Highway Administration's (FHWA's) responsibilities under the National Environmental Policy Act (NEPA), pursuant to 23 United States Code (U.S.C) 327. Manages the development and implementation of environmental policy, procedure, guidelines and training consistent with Florida Department of Transportation (FDOT) Efficient Transportation Decision Making (ETDM) and the Project Development and Environment (PD&E) project delivery processes. Provides technical assistance to districts, consultants, and other agencies by providing leadership, guidance and support in transportation plan and project development involving public involvement, sociocultural, tribal, archeological, historic and natural environmental issues. This responsibility includes staff supervision, collaborative development and implementation of policies, procedures, standards, guidelines and quality assurance to ensure department compliance with the National Historic Preservation Act, the National Environmental Policy Act (NEPA) and other legal authorities addressing the effects of transportation actions. These activities include intradepartmental and interagency coordination, contract management and project delivery support. Coordinates all program activities closely and collaboratively with others in the Office of Environmental Management (OEM). Works with staff to carry out objectives of the OEM and meet customer needs.
- Coordinates, oversees and/or provides technical support, quality assurance and guidance to OEM and district representatives towards preparation, coordination and delivery of environmental documents which meet requirements of the FDOT PD&E Manual and NEPA. Effectively coordinates OEM review of draft Environmental Impact Statement (EIS) documents and technical reports. Oversees update and maintenance of the FDOT PD&E Manual, coordinates and develops a written plan and monitors schedule and delivery of PD&E Manual chapter revisions.
- Works with OEM training coordinator to develop a written OEM training delivery plan annually and to develop and deliver training courses under the oversight of this position.
- Provides statewide leadership and guidance in support of FDOT's environmental permitting and wetland mitigation programs including coordination with environmental regulatory and resource agencies.
- Coordinates the oversight of the Ecosystem Management Funding Program which requires project identification, utilization and tracking of available district environmental mitigation (DEM) funds, including dispersing funds and maintaining annual budget in accordance with FDOT Work Program Instructions.
- Manage consultant contract work activities for task work orders needed to accomplish assignments related to this position. This includes coordination in the development of work order scopes of services, review of proposed estimates and review and approval of related invoices. Conducts other contract management functions as needed.
- Coordinates within OEM and within FDOT to develop processes to support environmental commitment assurance, OEM Quality Assurance Plan and Program functions.
- Performs other duties as assigned.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
Knowledge of the Florida Department of Transportation (FDOT) PD&E Manual/National Environmental Policy Act (NEPA) process and other pertinent laws, rules and regulations. Knowledge of the FDOT Efficient Transportation Decision Making (ETDM) process. Knowledge of environmental regulatory agencies and their jurisdiction.
Ability to:
Utilize problem-solving techniques; understand applicable rules, regulations, policies and procedures related to technical areas of work; to plan, organize and coordinate work assignments; to establish and mtaintain effective working relationship; and to supervise people.
