The Work You Will Do:
State Maintenance Engineer for the Office of Maintenance, Florida Department of Transportation.
This position will lead and manage engineering and maintenance staff across key functional areas, ensuring alignment with the Department’s Mission and Strategic Objectives. Provide technical guidance, promote staff development, and oversee training and quality assurance. Coordinate with FDOT, districts, and industry partners on statewide maintenance initiatives, policy implementation, and emergency operations. Represent the State Maintenance Office in collaborative efforts and ensure consistent, high-quality program delivery.

Your Specific Responsibilities:
Lead, manage, and supervise staff of engineers and maintenance support personnel in the functional areas of Structure Maintenance, Roadway Maintenance, Performance Management, National Pollutant Discharge Elimination System (NPDES) Maintenance, Program Resources and Maintenance Contracting. Provide direction, guidance, and support for staff to ensure that priority issues are addressed in a timely manner. Routinely and effectively communicate the Department’s Mission, Vision, and Strategic Objectives with staff and develop strategies to implement. Promote the professional development of staff while ensuring timely, quality results. Identify and address employee satisfaction issues. Ensure that staff receives the necessary training to accomplish tasks effectively and efficiently.
Provide technical assistance and manage and supervise staff who provide technical assistance to internal and external customers, including Florida Department of Transportation (FDOT) staff, industry partners, and other state Departments of Transportation in the maintenance functional areas of Structure Maintenance, Roadway Maintenance, Performance Management, NPDES Maintenance, Program Resources and Maintenance Contracting. Provide leadership to and coordinate and communicate effectively with Central Office, Districts, and industry partners on statewide maintenance program initiatives, updates, concerns, and issues. Provide interpretation of documents such as policies, procedures, manuals, guidelines, Standard Specifications and Plans, and scopes of services as needed. Solicit feedback on maintenance concerns and issues from Central Office, Districts, and industry partners and develop and communicate solutions for improvement. Coordinate with the Districts to develop strategies to implement the Department's Mission, Vision, and Strategic Objectives. Represent the State Maintenance Office on committees and task teams with FDOT, Federal Highway Administration, industry and other state Departments of Transportation. Assist the Director, Office of Maintenance with the preparations for emergency operations, the support of the districts during emergency operations, and the support of the Department’s Emergency Coordinating Officer during emergency operations.
Manage and coordinate the development, review, and update of policies, procedures, guidelines, manuals, specifications, and memorandums as necessary to implement the Department's Mission, Vision, and Strategic Objectives and statewide maintenance program and ensure effective dissemination to Districts, industry partners, and Federal Highway Administration (FHWA). Stay current on the latest technologies in maintenance and ensure that the state of the art technology is implemented in the statewide maintenance program.
Manage and coordinate the assessment of maintenance training needs and development and implementation of maintenance training to ensure effective and consistent implementation of the statewide maintenance program.
Manage and coordinate the performance of quality assurance reviews to ensure quality assurance reviews of the statewide maintenance program are conducted and are effective to ensure consistent implementation of maintenance functions statewide.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Department maintenance practices, policies, procedures, guidelines, and scope and specification requirements
- Engineering design, construction, maintenance, and/or operations
- Principles and practices of supervision and management
Skills in:
- Use of a personal computer and Department software
Ability to:
- Manage a diverse staff and set priorities
- Manage an engineering program
- Establish and maintain effective working relationships with others
- Communicate both verbally and writing
- Provide leadership in a changing environment
- Work with contractors, consultants, FHWA, and FDOT staff to develop new programs and maintain existing ones
Licensure/Registration/Certification Requirements:
- Registered Professional Engineer’s License in accordance with Chapter 471, Florida Statutes.
Other Job-Related Requirements:
- This position requires a Level 1 background check. This position will be required to respond before, during and following emergency situations.
