POSITION DESCRIPTION:
This position's primary responsibility is ensuring that structural designs by and for the Florida Department of Transportation are safe, cost effective, and meet the requirements of other agencies such as the Federal Highway Administration (FHWA), U.S. Coast Guard, Florida Department of Environmental Protection and Environmental Protection Agency. Manage budget to ensure efficient expenditure of funds within allocated budget, this may also Include approval of invoices.
In addition to the above, this position is administratively responsible for the Structures Office. Specific duties and responsibilities are as follows:
- Set structural policy, procedures, and standards
- Develop, review, and approval of structural design and detailing guidelines
- Review and approval of structures research and testing projects
- Approval of in-house drawings
- Set the guidelines for review and approval of consultant work; currently 90% of work program is being designed by consultants
- Coordination with Federal Highway Administration (FHWA)
- Serves in an advisory capacity to the State Construction Engineer and State Maintenance Engineer on structural design related issues
- Serves as expert witness when required for litigation concerning structural matters
- Schedule in-house and consultant work
- Assure that In-house design is being accomplished in an efficient manner
- Input to decision process regarding requirements for alternate bridge design
- Assure that Quality Assessment of District structural activities is completed
Supervision of Structures staff to include personnel actions, establishing performance goals, monitoring performance, and development of staff.
This position determines the degree to which structural design is reviewed for structural efficiency and safety. This decision making requires detailed knowledge of complex designs and an assessment of the risk involved
as a function of the level of review conducted. This includes the review of all Category 2 bridges as well as the Independent Department Reviews performed on Design build contracts for major complex bridges. The intent
is to ensure efficient designs and mitigation of potential structural failures.
This position establishes the criteria and methodology for designing structures for loads and situations not governed by existing design codes. These design criteria are required due to Florida's unique environment
to assure structures will remain durable and safe for the life of the structure.
Responsible for the development of structural testing before acceptance of new designs through the operation of the Structures Research Center. This enables the office to develop structural components, test them, and establish them as a new Florida Standard. The primary purposes of development of new structural components are to reduce the life cycle costs of our structures, improve safety and foster innovation.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Department Structure rules and regulations; Knowledge of structural design; Knowledge of personnel and administrative policies; Ability to prepare and present training for Florida Department of Transportation employees and consultants; Ability to develop, process, and update materials; Ability to maintain timely reports and direct updates for materials and structures; Ability to coordinate and review In-house and consultant work; Ability to manage, supervise and assign tasks to a diverse group of employees
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer Pursuant to Chapter 471, F.S
