The Work You Will Do:

State TSM&O Software Manager, Traffic Engineering and Operations

 

This position will oversee statewide software initiatives for Transportation Systems Management and Operations, including the SunGuide Advanced Traffic Management System and the Statewide Express Lanes Software. This role manages the full software development lifecycle, ensures compliance with state technology standards, and leads change management and technical coordination efforts. Responsibilities include contract and invoice management, stakeholder training, and support for software testing. The manager also oversees traffic operations software, data pipelines, dashboards, and the central data warehouse (RITIS), while actively participating in national committees and presenting at industry meetings.

Your Specific Responsibilities:

Manages the Transportation Systems Management and Operations (TSM&O) Program's statewide software projects including the Advanced Traffic Management Systems Software (SunGuide Software) and the Statewide Express Lanes Software (SELS). Manages the projects through the software development lifecycle, including planning, requirements, design, development, testing, deployment and support of the software. Responsible for contract management, purchasing, and invoice processing.Ensures projects follow project management processes defined by the Division of State Technology. Manages the SunGuide software program to provide standard, but highly configurable statewide Advanced Traffic Management System software. Supports statewide Change Management Board meetings and discusses proposed software modifications at these meetings. Manages the SELS software program to provide standard managed lanes software. Supports the statewide SELS change management team. Manages TSM&O software program technical statewide meetings. Directs and guides work of team members from conception through development and implementation. Coordinates development of SunGuide software and SELS training and ensures the training is available to stakeholders. Supports the software development process for the Traffic Engineering Research Lab testing software and testing scripts.

 

Manages other Traffic Operation software and Data exchange platforms.

 

Manages the Statewide TEO data pipeline.

 

Manages the creation and maintenance of traffic operations dashboards, including developing and maintaining system architecture to support the dashboards and confirm data accuracy.

 

Manages the Traffic Operations central data warehouse contract (RITIS), including processing invoices. Participates in monthly status meetings and helps prioritize enhancements and fixes to the system.

 

Participates on national committees. Develops presentations and presents at national committees or meetings.

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  •  Traffic Engineering and Intelligent Transportation Systems (ITS) principals and practices
  •  Principals, practices and techniques of system development
  •  Department Purchasing and invoice process
  •  System Engineering

Skills in:

  •  Project scheduling, estimating, and budget development

  • Plan, organize, coordinate, prioritize and oversee work assignment for project team members

This position will be required to respond before, during and following emergency situations.

 

Minimum Qualifications:

A high school diploma and seven years of professional experience, or a bachelor’s degree from an accredited college or university and three years of professional experience. A master’s degree from an accredited college or university can substitute for one year of the required experience. Experience should be in engineering, software project management, and/or systems analysis.
