POSITION DESCRIPTION:

Coordinate the local federal discretionary grant applications process with District grant coordinators, MPOs, local entities, and Department staff to assist with determination of eligibility, application submittals, and letters of consistency. Coordinate regular internal group meetings to share grant information, projects, and application status updates. Coordinate with central office staff to ensure letters of consistency, eligibility, and applications are processed and submitted in a timely manner. Maintain a SharePoint information portal on grant applications and resources and to track grants. Perform outreach to local and regional entities on grant resources and opportunities. Prepare electronic and printed materials (such as process guides and handbooks) to support the application process.

 

Perform complex policy analysis and reports. Analyze, interpret and apply state and federal laws and regulations. Evaluate statewide policy issues and affect transportation planning.  Develop policy alternatives and recommendations. Assist with the development of statewide policy plans, including the Florida Transportation Plan (FTP) and related plans. 

 

Review policy analysis, applications, and plans related to the FTP, community development, economic analysis, transportation system planning and other policy plan or planning activities; provide feedback or approval, as applicable. Coordinate with Strategic Development Offices, District staff and MPOs on related management policies and procedures or handbooks.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of business practices and/or government grant procedures; Skill in grant writing and processing, policy analysis; Ability to analyze and evaluate grant information and related transportation data; Ability to interpret and apply transportation regulations; Ability to communicate effectively orally and in writing; Ability to make presentations; Ability to establish and maintain effective working relationships with others; Ability to organize, plan and conduct various types of meetings; Skill in project management, web site development, or related technical skills.

 

MINIMUM QUALIFICATIONS:

A bachelor’s degree from an accredited college or university and three years of professional experience in grant coordination, writing and/or processing; transportation policy planning; or policy analysis. A master’s degree from an accredited college or university in planning, engineering, or transportation-related field can substitute for one year of required experience. Professional experience as described above can substitute on a year-for-year basis for the required college education.
