PAY: $100,579.56 Annually

 

DUTIES AND RESPONSIBILITIES:

  • The Director of the Office of Public and Professional Guardians is a managerial position, responsible for the supervision of the Office of Public and Professional Guardians.  The Director is responsible for the oversight of public guardians and professional guardians, and the development of statewide performance measures and standards of practice. 
  • Performs duties as required by state law to include, but not limited to the Guardianship, Chapter 744, Florida Statutes.  The Director will also supervise, train, evaluate, plan, and direct employees within the Office of Public and Professional Guardianship, and manage and administrate the Office to include the Office’s budget.     
  • The Director shall establish and maintain procedures for investigating legally sufficient complaints, disciplinary proceedings, conducting hearings, and for taking administrative action pursuant to Chapter 120, Florida Statutes, and respective rules.   
  • The Director is also responsible for reviewing the various methods of funding public guardianship programs and looking for innovative ways to provide this necessary service statewide; seeking ways to use existing programs and services to meet the needs of public wards and proposing a public guardianship plan including alternatives for meeting the state’s public guardianship needs. 
  • The Director may provide assistance to local governments or entities in pursuing grant opportunities and shall seek ways to use existing programs and services to meet the needs of the public wards.  The Director shall submit interim reports to the Governor, President of the Senate, Speaker of the House of Representatives and the Chief Justice of the Supreme Court describing progress toward meeting the goals of the program.
  • The Director shall develop and maintain a guardianship training program for public and professional guardians. 
  • Timely and regular reporting to the leadership.  
  • Performs other duties as assigned.

 

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Knowledge of or willingness to learn guardianship law and of the social services available to meet the needs of incapacitated persons in accordance with state and federal law.
  • Possess strong written and oral communication skills, required for public speaking and report writing; uses correct grammar, punctuation, and spelling. Detail oriented and able to enter data accurately into a computerized system.  Able to navigate multiple computer screens, applications, and online research engines.  Proficiency in Microsoft Windows Operating environments and Office Suite products (Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.)
  • Ability to demonstrate a professional and courteous demeanor; establish and maintain cooperative working relationships with the public and staff.  Ability to work independently and with teams at the unit and agency where appropriate.  
  • Willing and able to make decisions and exercise sound judgment; to accept responsibility for one’s own actions and decisions; to adapt to changes in work assignments, procedures, and technology; and to be committed to improving individual performance.  Willing and able to follow written and oral directions and instructions from management and carry out the directives of people with duly delegated authority.  Willing and able to resolve any differences with management in a constructive manner and accept and abide by management’s direction and decisions.
  • Ability to prepare clear, concise, and accurate records, reports, correspondence, and other documentation in a logical format within established timeframes.  Format for presentation in reports, documents, and other written materials; utilize problem solving techniques; research, plan, organize, and coordinate work assignments.  Possess strong project management abilities. 
  • Ability to understand and apply contract development processes and basic management principles and policies. Knowledge of federal and state laws, including policies, procedures and rules pertaining to the management, administration, and monitoring of contracts, and the procurement and purchasing of contracted services.  Ability to apply basic accounting principles. Ability to interpret auditing standards and principles.  Ability to effectively provide technical assistance to contract providers. Ability to review, analyze, and evaluate financial data.
  • Excellent customer service skills and ability to maintain an effective working relationship with others.
  • Ability to occasionally travel statewide, including overnight stays.

 

REQUIREMENTS:

  • Member of the Florida Bar; Chapter 744.702(1), Florida Statutes.
  • Criminal Background Check, Travel to meet with public guardianship programs in Florida and other states; and conduct in-person monitoring of public guardians.

 

BACKGROUND CHECKS:

Successful completion of a Level 2 Criminal History Background Check is required for all applicants selected for this position.
