POSITION DESCRIPTION: Serves as principal staff advisor for all matters related to Strategic Development work program, which includes the areas of Planning, Modal Development, and the Florida Rail Enterprise (FRE). Provides work program training, guidance and technical assistance to central office and district directors, managers, and staff regarding budget reports, work program reports and other related reports in use by the department. Manages confidential project requests by office managers, directors, assistant secretaries, and the Secretary. Provides swift impact analysis for decision making. Ensures the work program is developed in compliance with department, state and federal laws, regulations, and policies and with the Work Program Instructions. Implements necessary action to correct areas of non-compliance. Provides guidance and assistance to program areas and districts on all matters related to Strategic Development work program. Reviews and manages updates to the work program instructions for Planning, Modal Development and FRE.

 

Manages the development and implementation of Strategic Development's tentative and adopted work program. Analyzes the work program to achieve budget and funding efficiencies. Prepares and administers the work program budget agency wide for modal programs. Provides agency-wide public transportation funding allocations and targets through the development of the Schedule B. Manages the annual development and programming of highway planning funding targets in coordination with the Office of Policy Planning. Manages the modal programs to ensure consistency with program plan, priorities, and objectives to minimize negative impacts to the program. Manages the Strategic Intermodal System (SIS) modal programming ageny wide. Reconciles the work program for snapshots.

 

Manages the work program budget allocation and roll forward process. Manages the work program budget amendment process. Manages funds and budget transfers for area of responsibility. Manages work program financial reviews for task work orders, purchase orders and other procurement documents. Manages work program encumbrances. Manages work program federal authorizations and federal appropriation usage in coordination with the Office of Work Program and Budget (OWPB). Manages the Modal Performance Dashboard, including running reports, coordinating district communication, monitoring usage, facilitating enhancements, developing presentation materials, and participating in meetings. Manages the Semi-Annual and Annual Certified Forward Review process for Strategic Development, which monitors aging and inactive work program encumbrances.

 

Supervises employee responsible for supporting work program activities for Strategic Development. Communicates with, motivates, trains, and evaluates the employee. Plans and directs employee’s work.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the legislative budget process. Knowledge of the state and federal funding processes. Knowledge of the department's financial procedures. Knowledge of Department’s five-year work program process. Knowledge of the Florida Accounting Information Resource (FLAIR) system and the department's Financial Management (FM) system. Skilled in analyzing detailed data. Skilled in problem solving. Skilled in using Microsoft Office programs (Word, Excel, Outlook, and PowerPoint). Ability to communicate effectively both verbally and in writing with all levels of staff and management. Ability to interpret and apply rules, laws, and policies to day-to-day work. Ability to determine work priorities, assign work and ensure proper completion of work. Ability to manage diverse assignments simultaneously and track status of major program processes. Ability to use sound business judgement and work independently. Ability to work in a team environment. Ability to supervise.

 

MINIMUM QUALIFICATIONS: Three years of professional experience in financial analysis directly related to the Florida Department of Transportation’s Work Program.
