GENERAL DESCRIPTION:

This position provides overall leadership, management, and strategic direction for the Lottery's Strategic Partnership team. The position is responsible for developing and managing strategic partnerships that promote the Florida Lottery's mission of enhancing education while ensuring the effective administration of approximately 100 partnership, sponsorship, and event-related contracts.

A primary responsibility of this position is overseeing the full lifecycle of partnership contracts, including negotiation, drafting, review, execution, compliance, deliverable tracking, contract performance, and payment authorization. The position ensures all contractual obligations are fulfilled by both the Lottery and its partners and that contracts are executed in accordance with applicable laws, rules, policies, and agency timelines.

This position represents the Lottery throughout the state by cultivating relationships with public, private, nonprofit, educational, and governmental organizations that enhance public awareness of the Lottery and its commitment to education. The position serves as the organization's liaison with a variety of stakeholders and requires exceptional relationship management, communication, presentation, and public speaking skills.

Working closely with the Director of Communications and Strategic Partnerships, the Chief of Staff, and the Office of the Secretary, this position develops partnership strategies that align with the Lottery's mission and strategic priorities while providing day-to-day leadership, supervision, and operational oversight of the Strategic Partnership team.

This position requires statewide travel to develop and maintain strategic partnerships and oversee Lottery participation in contracted events and engagements.

ESSENTIAL DUTIES:

  • Demonstrates knowledge of and supports the Lottery's Responsible Gaming Program, including the No Underage Play and Play Within Your Means messaging.
  • Provides overall leadership, supervision, and operational management of the Partnership and Engagement team, establishing priorities, assigning work, monitoring performance, and ensuring deadlines are met.
  • Oversees the administration and management of approximately 100 partnership, sponsorship, and event-related contracts.
  • Directs the development, negotiation, drafting, review, execution, amendment, renewal, and closeout of partnership contracts.
  • Establishes and maintains processes to monitor contract performance, deliverables, timelines, reporting requirements, invoicing, and contract compliance.
  • Serves as Contract Manager for assigned agreements, ensuring contractor performance complies with contract terms and that all deliverables have been satisfactorily completed prior to authorizing payment.
  • Reviews and approves contract scopes of work, deliverables, budgets, performance measures, and payment schedules.
  • Coordinate with the Procurement Office, General Counsel’s Office, Finance and Accounting Office, and program staff to ensure timely execution and administration of contracts.
  • Directs the Lottery's participation in contracted special events, including negotiating partnership opportunities, reviewing proposals, approving agreements, and ensuring contractual obligations are fulfilled.
  • Effectively plans, justifies, and manages the Partnership and Engagement budget.
  • Reviews and evaluates sponsorship and partnership requests and provides recommendations regarding strategic value and return on investment.
  • Works closely with the Director of Communications and Strategic Partnerships to develop partnership strategies that support agency objectives and ensure consistent messaging.
  • Works closely with the Legislative Affairs Director, Chief of Staff, and the Office of the Secretary to coordinate contracted and non-contracted community engagements requiring executive participation.
  • Coordinates event schedules and staffing requirements with the Communications Office, District Managers, and other business units.
  • Oversees the planning, procurement, and inventory management of Lottery promotional merchandise.
  • Supervises Partnership and Engagement staff, providing coaching, guidance, and performance management to ensure high-quality work products and customer service.
  • Assists with communications initiatives and other agency projects as assigned.
  • Attendance is an essential function of this position.
  • Weekend, overnight, and statewide travel may be required.
  • Public speaking in front of audiences at Lottery-sponsored events.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of contract administration, contract compliance, contract negotiation, and vendor relationship management.
  • Ability to develop, negotiate, draft, interpret, and administer complex contracts and partnership agreements.
  • Knowledge of contract lifecycle management, including performance monitoring, deliverable tracking, invoice review, and contract closeout.
  • Knowledge of corporate sponsorships, community outreach, strategic partnerships, and event management.
  • Ability to establish and maintain productive working relationships with vendors, business partners, public officials, and community organizations.
  • Knowledge of the principles and techniques of effective verbal and written communication.
  • Strong analytical, organizational, critical thinking, and problem-solving skills.
  • Ability to manage multiple complex projects and contracts simultaneously while meeting competing deadlines.
  • Strong proofreading, editing, and attention-to-detail skills.
  • Ability to supervise staff and utilize effective management techniques.
  • Ability to plan, organize, prioritize, and coordinate work assignments.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, and Teams).
  • Ability to communicate effectively with executive leadership and external stakeholders.
  • Ability to think strategically and develop partnership initiatives that support agency objectives.
  • Ability to travel as required.

Other job-related requirements and authorization to substitute related work experience in lieu of post-secondary educational requirements

A bachelor's degree from an accredited college or university in business administration, public administration, communications, marketing, contract management, project management, or a related field, and at least four (4) years of progressively responsible professional experience in contract administration, partnership management, procurement, project management, communications, marketing, event management, or a closely related field. Experience must include responsibility for managing contracts, negotiating agreements, coordinating multiple projects, and working with internal and external stakeholders.

Professional or nonprofessional experience in contract administration, communications, partnership management, project management, procurement, or a closely related field may be substituted for the required college education on a year-for-year basis.

Supervisory or management experience is preferred.

Successful completion of a criminal background check (state, local, and national) is required.
