Supervisor, Federal Aid Operations/Federal Aid/Office of Work Program & Budget
This position provides leadership and technical expertise in the administration of FDOT’s federal aid programs, ensuring compliance with federal requirements and the timely authorization of transportation projects. The role supports coordination with FHWA, oversees federal funding quality control and reporting, and manages key processes such as FAR approvals, TIP/STIP amendments, and emergency relief funding. Through staff supervision, training, and process improvement, the position helps maximize federal funding, reduce risk, and support the efficient delivery of transportation projects statewide.

Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall's, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Act as a principal staff advisor in FAMO for providing guidance and technical assistance to District Federal Aid coordinators and staff in the preparation of FARs. Establish processes to ensure FARs comply with federal laws, rules, regulations, policies and procedures. Serves as the lead staff member involved in the transmission of properly prepared FARs to FHWA for approval. Coordinate with FHWA as needed to answer questions and/or to provide additional information needed to enable FHWA to approve FARs in a timely manner, and ensuring originators of FARs are notified when approved.
Develop a plan of quality control reviews of federal aid projects and funding compliance assessments of federal aid projects. The quality control reviews include reviewing programming of projects against the Work Program Instructions prior to each snapshot of the work program, reviewing Locally Funded Reimbursement (LFR) projects to confirm programming and timeliness of AC conversions, assessing the federal share percentage on emergency relief projects, reviewing D funds programmed and FHWA Emergency Relief projects and making recommendations to move funds to DER, and identifying federal funds that are being underutilized. Monitor and report compliance with federal regulations such as the financially inactive projects, period of performance end dates, and the FHWA 10-Year Preliminary (PE) rule codified in 23 CFR 630, which requires federally funded design project to advance the ROW acquisition or construction by the end of the 10th fiscal year following the fiscal year when the federal-aid funds for PE first were authorized. Provide monthly status reports to the Manager of FAMO on reviews and corrective actions needed to resolve identified issues. Support in audits, reviews, and reporting of information for requests by federal and state entities and internal analysis to ensure compliance and optimization of funds. Provide other quality control reviews that may be requested by the Manager of FAMO.
Manage the administration of the Transportation Improvement Plan (TIP)/ Statewide Transportation Improvement Plan (STIP) Amendment process. Provide training on amending the Metropolitan Planning Organizations' (MPOs) TIPs and STIP. Promulgate instructions and guidance on the use of the Department's automated TIP/STIP Amendment tool. Ensure the timely processing of TIP/STIP Amendments to support meeting production deadlines and federal authorizations.
Manage activities pertaining to contract lettings, concurrence in award, and contract price adjustments for federal aid letting projects. Related duties include ensuring prerequisites are met for obtaining approval of federal authorization requests from FHWA for various other phases of work as needed to implement federal aid transportation projects. Serve on Technical Review Committee for review contract bids.
Manage the overall coordination of the FHWA Emergency Relief Program, including compilation of Program of Projects, obligation of said projects, periodic monitoring and reporting on the overall program, tracking all Detail Disaster Inspection Reports (DDIRs) for each damage location including updates, and closing individual projects upon completion while maximizing the use of Emergency Relief (ER) funds. Ensure proper set up and programming for ER events.
Develop and update Work Program instructions for federal aid funded projects, federal aid technical bulletins, and other guidance regarding the various federal aid programs. Review and develop departmental processes and procedures and assess impacts to federal aid funded projects. Develop and update desk procedures for FAMO staff for continuity of operations and accuracy in processes. Provide training to Central Office and District staff on matters pertaining to the administration of the Federal aid Highway Program and processing Federal Authorization Requests (FARs). Develop frameworks, training and instructions to facilitate compliance with federal laws, rules, regulations, policies and procedures. Identify opportunities to utilize automated systems to increase efficiency with processes and reporting needs.
Provide technical assistance in the department's Federal Authorization Management System (FAMS) and/or FHWA's Fiscal Management Information System (FMIS) relating to technical problem identification and resolution and/or system enhancement, including user testing, training, and other related tasks. Identify federal aid processes where Electronic Document Management System (EDMS) tools can be implemented to increase efficiency of operations.
Support in state and federal fiscal year end and start up tasks. This includes ensuring websites are updated for penitent information and ensuring systematic processes are performed such as federal fiscal year roll forward.
