This is a professional position within the Office of Information Technology Services (OITS).  The incumbent will function as a Systems Project Analyst responsible for managing application accounts, roles, and permissions within applications designed to support the Substance Abuse and Mental Health (SAMH) Program Office.  This position will also be responsible for the management and coordination of support requests within DCF’s internal issue tracking systems and with external business partners.

 

EXAMPLES OF WORK:

Work Requests - Monitors and manages submitted work requests for various SAMH applications.  To include initial assessment and triage, assigning incident severity, assigning tickets to responsible parties (internal and external), tracking ticket progress, and ensuring timely resolution.   

Security - Performs headquarters security officer function for SAMH systems.  This function is responsible for adding, modifying, and deleting user accounts; updating role assignments and permissions; and maintaining required documentation.

Customer Relations / Communications - Establishes and maintains working relationships with Program Office customers and external agencies.  Participates in work groups, committees, and similar activities relevant to systems.  Attend meetings and participate in discussions to make recommendations and resolve business technology issues.

Reports and Presentations – Prepares written and oral reports/presentations for management, staff, and customers.

Audit Support - Assists and produces audit responses and reports for internal and external requests.

Risk Assessment - Identifies, evaluates, documents, and reports security identified risks to IT Management.

Other – Performs other duties as required.  

 

KNOWLEDGE, SKILLS, AND ABILITIES, including utilization of equipment, required for the position:

Knowledge of, and experience using, IT work request management systems.

Skilled at evaluating and triaging work requests.

Knowledge of how users are authenticated and authorized in software systems.

Skilled at administering user accounts, roles, and permissions in software systems.

Knowledge of system development life cycle (SDLC) with emphasis on systems analysis, design, testing, implementation, and support.

Ability to communicate effectively with internal and external customers to facilitate issue resolution activities.

Ability, willingness, and desire to assume responsibility of technical tasks.

Ability to determine work priorities and ensure proper completion of work assignments.

Ability to use all Microsoft Office products proficiently including Word, Excel, Power Point, and Access.

Skilled at creating user stories.

Ability to create screen mockups.

Ability to create test plans and test scripts.

 

REQUIREMENTS:

At least 4 years of active business analysis work. 

Proficient in Microsoft Office tools including Visio. 

Knowledge of business process modeling techniques.

 

PREFERENCES:

Preferences given to applicants with a Batchelor’s Degree. 

Preferences given to applicants with experience in training or presenting to larger groups. 

Preferences given to applicants with Excellent communication skills (written and verbal).
